Mikhail Mishustin’s opening remarks:
The Government continues to coordinate efforts to counter the coronavirus, and accordingly we monitor developments in all the Russian regions on a daily basis. Despite a slight drop in the number of new cases, the infection is still spreading, and the healthcare system is still working under the most difficult conditions.
In line with the President’s instructions, the network of medical institutions remains in a state of high alert. Over 220,000 beds have been deployed for coronavirus patients across the country. Unfortunately, there are a lot of children in hospitals. This is a peculiarity of Omicron.
I said before that our hospitals must have everything necessary to provide care both to adults and to little patients. Once again, I would like to ask the heads of regions to monitor this closely. It is also necessary to ensure that there is a supply of medicines, both in the inpatient and outpatient segments.
The President has said many times that it is important to step up the testing for the virus. About 700 tests per 100,000 are carried out daily. This is even higher than recommended amount. Thanks to such diagnostics, we can quickly identify cases and provide help more quickly to those who are ill. Timely testing is still one of the main preventive measures. It is important not to reduce the number of tests.
Right now the epidemiologic situation is quite difficult, so it is necessary to observe precautionary measures. We also have to ensure that people – above all the most vulnerable – don’t have to visit government agencies. A Government resolution has been drafted to extend the simplified procedure for establishing disability. It will be in force until 1 July.
Until then, like now, people don’t have to go personally to a medical and social assessment centre to confirm that they belong to a previously assigned disability group or to be assigned to one for the first time. This procedure will continue to be carried out on a remote basis: medical institutions will hand over all the necessary documents. No additional examinations are required. Support measures provided for people with disabilities, such as pensions and technical means of rehabilitation, will also be assigned in absentia.
This also applies to people who have suffered an accident at work or have occupational diseases. Until 1 July, it will be possible to remotely obtain the certificates that are needed for insurance payments, without visiting a medical and social assessment centre.
This format has been highly popular during the pandemic. We will continue to improve the existing services and make them more customer-friendly.
