Mikhail Mishustin’s opening remarks
Colleagues, good afternoon to you all,
Let us start with a question that concerns children with severe, rare diseases. The Circle of Kindness Foundation, created at the President’s initiative, will help provide young patients with the necessary medicine. The Government will allocate over 10 billion roubles for this purpose. This is the second tranche for doing this already this year. In total, 60 billion roubles have been allocated from this year’s budget to help children who need special treatment using costly medication.
Now about one more solution. The Government will allocate over 520 million roubles to purchase Oncaspar from abroad. It is not yet produced and registered in Russia. But children suffering from severe oncological conditions are in dire need of it.
In order to provide young patients with the vital preparations that they require, we will purchase almost 2,000 packs this year. In the future, the demand for Oncaspar may need to go up to 2,500 packs per year.
I would like to ask my colleagues from the Health Ministry and the Ministry of Industry and Trade to promptly prepare all the necessary documents and to ensure the procurement in the shortest possible period of time, because this is about the lives and health of children. There can be nothing more important than this.
Now to the protection of people and our northern areas from natural disasters and other emergencies. In line with the President’s instructions, the Government has allocated over 22 billion roubles to purchase polar-based helicopters and the first long-range aircraft to add to the rescue fleet.
This will be an upgraded version of the Tupolev Tu-204-100 with an increased flight range. Such an aircraft will make it possible to carry out rescue missions and to evacuate people from the Arctic regions quickly and safely. We hope that it will start flying for the Ministry of Emergencies this year.
Moreover, in the next five years another nine Mil Mi-38s and four Mil Mi-8s will be added to the fleet. They will be specially built to fly in extremely low temperatures and able to land on naval vessels, including the new-type of icebreakers we’ve got, so they can be effectively used to ensure the security of the Northern Sea Route. The first helicopters will already be delivered next year.
Today we will also discuss how wildfires are being put out. In several regions, the situation is now difficult. A state of an emergency has been introduced in the Tyumen region. Regional forestry services and federal divisions of the Aerial Forest Protection Service are working there. It is necessary to prevent things getting worse, despite the unfavourable weather forecast and approaching summer season.
The government will additionally allocate about three billion roubles to combat forest fires. Consistent work is the main thing: prevention work must be carried out in a timely manner and the response to any new fires must come during the first 24 hours.
