On the agenda: requirements for anti-terrorist protection of children’s camps and recreation facilities; the Year of Science and the Priority 2030 programme for the support of universities; government programme for using agricultural land and developing land amelioration.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues. At the meeting with the President on Thursday, we discussed in detail last week’s events in Kazan. Children and adults were killed and many injured. It is important to provide the wounded with the necessary treatment. It is also necessary to take measures to prevent such cases in the future.
We approved the new requirements for the anti-terrorist protection of children’s camps and recreation facilities. On the President’s instructions, the Government will draft security requirements for all general educational schools in our country, regardless of their location. These measures will have to be observed in full measure.
Ms Golikova (addressing Tatyana Golikova), I would like to ask you to continue personally monitoring the rendering of assistance to the families of the dead and wounded in this tragedy. Prompt support must be provided, when it is needed. This is our shared tragedy and, of course, nobody will remain indifferent.
A few words about one more issue. The President has declared 2021 the Year of Science and Technology. We will hold many events devoted to this: conferences, forums and congresses. We will open new academic facilities. Of course, we have planned a whole package of measures aimed at developing domestic science.
To begin with, we are launching the biggest university support programme in the history of modern Russia, the Priority 2030 programme. I spoke about it during a government report to the State Duma. At least a hundred Russian universities will receive grants, tach being no less than one hundred million roubles. Universities from all regions of the country can apply for them. It is possible to spend these funds on advanced research and projects aimed at resolving the challenges facing the regions of the Russian Federation. Universities must provide prestigious, high-demand education and develop their knowledge base to enable young scientists to implement their ideas. We need a strong network of regional universities that will educate top-level specialists.
The Government has established a special council to support the development plans of universities that take part in the Priority 2030 programme. A relevant resolution has been signed. It has endorsed provisions on this structure and regulations for its activities. The council will monitor the success of the universities in their performance and will deal with grants and other issues related to the programme. It is important for this work to produce visible results.
On the President’s instructions, the Government has approved a new state programme for the use of agricultural land and developing our land-reclamation complex. We recently discussed this issue with deputies and senators.
The state programme is designed to last for a decade and provides for putting over 13 million hectares of land into economic turnover. Experts will create an authentic database at the first stage, during the next five years. It will contain information on land plots in 83 regions that are expected to be used.
Land amelioration is yet another important area of work. We will drain plots, plant forest shelterbelts; counter erosion and desert invasion; and introduce a whole package of other measures.
We plan to allocate over 530 billion roubles from the federal budget for implementing this state programme. We hope all these measures will allow us to resolve two tasks at once. First, we will reuse unclaimed land plots. We must not have abandoned, spare land plots with unidentified borders.
In addition, experts are already collecting data for the Uniform Information System on Agricultural Lands. This is information on the composition of soils, crop rotation, land-reclamation systems and hydro-technical facilities. In effect, we are creating a showcase for the investor that is convenient for both the budding farmer and the large agro holding and will allow our agro-industrial complex to continue developing steadily.
