Good afternoon, colleagues,
The Government continues to provide support for families with children. This is one of our top priority subjects today. We have a package of discount mortgage programmes that are of interest to both customers and developers. I am referring to the purchase of flats in new residential buildings, rural areas and the Far East. Families with children can take out loans for the purchase of housing at a discounted 6 percent interest rate.
The purchase of a flat is in demand now, and we are expanding the opportunities for subsidised loans to build new houses as well. We hope that over 20,000 families will be able to move into better housing conditions, and be able to provide their child the separate room the child dreams of.
One more important issue. The Government is expanding its programme of support for regional air service. The President is paying close attention to this issue of high social importance. There are quite a few places in our country that are only accessible by air. So, aviation is particularly important for those who live or work there.
Airlines that provide service on regional routes have enjoyed state subsidies for aircraft leases for almost 10 years now. This programme will now also cover new domestic helicopters leases. Airlines will be able to save tens of millions of roubles on lease or rental payments and increase the number of flights in difficult-to-access areas.
We discussed this during the trip to the Far East where transport accessibility is a pressing issue. I am sure that this new support mechanism will be much in demand with small aviation companies and will make it possible to upgrade the helicopter fleet. In part, I am referring to the updated version of the Ansat multi-purpose light helicopter that made its maiden flight at the end of last year. Let me remind you that this helicopter is made in Russia. It is important to connect our territories and develop service to make it easier for people to get from one area to another.
The Government also continues working for the expedited development of roads. The President spoke about the need for this as well. We will channel 93 billion into this. Motorway construction will receive these funds this year. This will primarily make it possible to spend 45.5 billion roubles on upgrading the federal road network under the Safe and High-Quality Roads project.
In addition, we will allocate 40 billion roubles for the construction of the Moscow-Nizhny Novgorod-Kazan high-speed motorway. This will become part of the Europe-Western China International Transit Corridor. Our goal is to begin service in the first quarter of 2024.
Five regions in the Russian Federation will receive almost 8 billion roubles for upgrading regional and local roads. This will improve the road situation and make life better for many people.
These decisions will expedite road construction considerably. It is important to fulfil the planned work as effectively as we can.
