Opening remarks by Mikhail Mishustin:
Good morning, colleagues.
The Government has approved the strategy of preventive immunisation against infectious diseases for the next 15 years. The coronavirus pandemic has confirmed the importance of further development in this sphere. We must take measures to contain the existing infection and prevent the spread of new ones.
Our strategy is aimed at ensuring that as many people as possible, primarily children, take annual immunisation against various infections. With this goal in view, we must expand the national immunisation calendar. We will encourage the creation and production of new vaccines while focusing on domestic manufacturing here in Russia.
As per the President’s instruction, we have increased flue vaccination. We have allocated an additional 4 billion roubles this year so that up to 60 percent of all people can get the flu vaccination, first, those in the risk groups.
I would like to ask the Ministry of Health, working together with other concerned agencies in the next three months, to prepare an action plan for the implementation of this strategy. Instructions to this effect have been issued.
A few words about supporting scientists: The Russian research fleet has 13 vessels that were built more than 35 years ago. We have initiated a renewal of this fleet within the framework of the Science national project. Today we will earmark nearly 28 billion roubles for the construction of two research vessels. They must be built by 2025. A resolution to this effect has been signed.
The construction of new research vessels will expand our scientific capabilities for studying the world’s oceans. The President mentioned the importance of such research at his meeting with the senators last week. The modern equipment these new vessels will have will make our research fleet more competitive. The important thing is that this contract must improve the working conditions of our researchers and make better use of our Far Eastern shipyards.
