Mikhail Mishustin: Good afternoon, colleagues.
Yesterday, President Putin held a meeting on the sanitary and epidemiological situation in the country. He gave a number of instructions, which the Government has started implementing. Among other things, he dwelt on the need to make balanced decisions during the process of the gradual lifting of restrictions.
This is exactly what we did when we took the decision on a stage-by-stage resumption of scheduled work at the medical institutions, where additional beds for COVID-19 patients had been deployed. I am referring to the medical organisations of federal agencies and universities, military hospitals, and private clinics.
At the first stage, we decided to restart the activities of federal organisations in Moscow. Federal hospitals in other regions are also resuming scheduled work. The Government has prepared a relevant directive.
Please note the following two points.
First, any decision on resuming work should be taken based on an analysis of the epidemiological situation in a region and in coordination with its governor.
Yesterday, President Putin stressed that reserve beds should be maintained without fail.
Second, each region returning to a normal routine should streamline the routing procedure for confirmed or suspected cases of COVID-19 so that they can be given timely and high-quality medical aid.
