The message reads, in part:

Russia and Kyrgyzstan have friendly, partnership and allied relations. Trade, economic, investment, scientific, technical, cultural and humanitarian cooperation is developing successfully. Promising projects are being implemented in the energy sector, industry, high technology and other fields.
I am convinced that the cross-years of Russia in Kyrgyzstan and Kyrgyzstan in Russia will contribute to the further strengthening of bilateral ties.
It is important to further increase cooperation between our governments and to expand integration interaction within the Eurasian Economic Union and the Commonwealth of Independent States.
