Good afternoon, colleagues,
Today we will discuss which measures are needed to support the construction industry and housing and utilities services. These are backbone, socially important industries. The President has said many times that it is necessary to help them during this difficult period.
These companies and organisations employ over 11 million people. According to the Federal Taxation Service, over the last five years the volume of taxes from enterprises in the construction industry and related industries doubled and exceeded four trillion roubles in 2019. At the same time, last year alone the construction industry paid over two trillion roubles in taxes, and the housing and utilities services paid over one trillion roubles. It is important for the industry to quickly get back to normal. The support measures for the construction industry and housing and utilities services are included in the national action plan, the drafting of which is almost complete.
Today the construction enterprises and companies are facing serious problems. And we are taking all the necessary measures to solve them, including by introducing a preferential mortgage programme at 6.5 percent. The Government has allocated six billion roubles for this and another 12 billion roubles to subsidise the interest rate for builders’ loans. The President gave the corresponding instruction following the meeting on the development of this industry.
The Government has allocated another 30 billion roubles to solve the problems of equity construction investors. This is an important issue of people’s welfare, and the money will help speed up the construction of problematic facilities.
The programme for the further development of housing construction and mortgage lending has already been devised. It provides for increasing the availability of loans and converting them to electronic form. Today we will discuss this in detail.
It is necessary to quickly set up the mechanisms to provide state guarantees to purchase new flats, which will help support builders and finish current housing projects in 2020.
Last week the State Duma adopted a law that allows for lending money from the compensation funds of self-regulatory organisations to construction companies. We were contacted by the heads of regions on this.
The Government has also simplified the system of urban construction regulation. The coming into force of new requirements for construction permits has been postponed for three years. Thus, the industry was given an opportunity not to spend time adapting to new administrative procedures. This will allow for maintaining the pace of construction, which is extremely important in the current situation.
It is important to carry on with large infrastructural projects, such as the construction of roads and railways and the upgrade of port and airfield complexes. In order to do this, administrative barriers must be lifted further and the approaches to technical requirements changed to reduce the timelines for capital construction projects. Such instructions have been issued by the President.
Colleagues, people need comfortable and affordable housing, good roads and modern, well-developed infrastructure. All the Russian regions need to maintain the construction volumes set out in the national projects and federal programmes as well as employment in this area.
