The draft federal law On Introducing an Amendment to Article 261 of the federal law On General Principles of Organising Legislative (Representative) and Executive Bodies of State Power of Russian Regions has been developed following instructions included in Clause 7 of the Protocol of the Meeting held by Prime Minister Dmitry Medvedev on January 18, 2013. The draft federal law has been submitted by the Ministry of Economic Development.
The draft law proposes to grant the new power, as a joint control, on organising the operation of integrated government and municipal services centres to regional state bodies. These bodies shall exercise this power on their own using the regional budget under the federal law No 210-FZ On Organising State and Municipal Services of July 27, 2010.
Presently, 71 regions have created about 700 integrated government and municipal services centres. There are plans to create 2,800 integrated government and municipal services centres. Meanwhile, the indicator on, “the proportion of people having an access to one-stop-shop government and municipal services in their area of residence, including in integrated government and municipal services centres,” should reach the 90% level at least under Subclause B of Clause 1 of Presidential Executive Order No 601 of May 7, 2012, On Main Guidelines to Improve the System of State Management.
The draft law will be discussed at the Government meeting.
