The agenda includes the approval of lists of backbone enterprises, additional measures to support small and medium-sized businesses, involving private medical organisations in providing assistance to citizens aged over 65, allocation of funds to support developers and defrauded investors, as well as loans to enterprises that produce goods used to counteract the spread of the coronavirus.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues. At the instruction of the President, the Government Commission to Ensure Sustainable Economic Development has approved a list of 1,100 backbone companies that provide jobs to a large number of people. The monitoring of their financial and economic condition and providing assistance to them will allow us to support the labour market and to promptly return to a normal economic life after all the restrictions are lifted.
We have developed various support measures for such enterprises. First, those on the list will have the right to receive a loan with an interest rate of no more that 5 percent. The total sum of such loans is up to 400 billion roubles. They will be issued, first of all, for working capital financing.
Second, some companies that are now in a risk group will be able to receive other means of support, such as subsidies to compensate for the cost of production, provision of work and services, tax and advanced payment deferrals, as well as state guarantees for restructuring the existing loans and bonds and the issuing of new ones. A Government resolution will be signed to provide clear and transparent rules for selecting such enterprises, which will be used to make the final decisions on their support.
Additional support will be provided to small and medium-sized businesses. In addition to zero interest loans to small and medium-sized enterprises from the industries that suffered the most, they will be able to more easily receive beneficial microloans via a simplified procedure, and restructure their debts. We will allocate two billion roubles to the budget of the Russian regions for replenishing the reserves of state microfinance and regional guarantee organisations.
Additional funds will be allocated to help Russian nationals who cannot until now return to Russia due to the coronavirus pandemic. These funds, as well as those that were allocated before, will be used to pay for temporary accommodation, catering and other emergency needs of those who are not in a position to cover them themselves, including the extension of visas and other documents on the basis of which people are staying abroad. The Government continues taking the necessary measures to bring our citizens back home in accordance with the relevant sanitary restrictions.
Today we will discuss the distribution of 577.5 million roubles between nine regions for a pilot project on attracting private medical organisations for providing medical help to citizens over 65.
Commercial medical centres employ almost 100,000 doctors. This year, we have launched a separate pilot project to engage them in home observation of senior citizens as part of the Demography national project. During the first stage, nine regions selected 33 private medical organisations to ensure the medical observation of 3,500 senior citizens. Under the current circumstances, when the public healthcare system is overwhelmed due to the novel coronavirus infection, this project is becoming particularly important.
The Labour Ministry announced a new tender to select private medical organisations for this project. I would like to ask the regions to take advantage of these organisations’ resources and to involve them in the work with the older generation.
As per the President’s instruction, we will allocate 12 billion roubles to support housing developers. It is important for us that they finish their buildings and people get the keys to their flats in due time.
Funding will be provided to the key development institute of this industry, DOM.RF. It will compensate the short-received revenue to the lending organisations that have lowered their interest rates on loans to construction companies to the level of the Central Bank’s key interest rate.
Another 30 billion roubles will be allocated for resolving the problem of deceived co-investors in construction projects. The Foundation for the Protection of Rights of Co-Investors will use this money to finish the existing sites that have problems and restore the rights of at least 10,000 people.
We will also consider a bill that will allow building an electronic database of notarial instruments. The documents will be forwarded to the archives of the regional notary chambers – specialised subdivisions established for these purposes – and then digitised. The database will make it possible to promptly restore lost documents.
Archives will also be created at the municipal level for documents drafted to record the notarial acts by heads of local administrations or authorised public officials. The Foreign Ministry will build an archive of similar documents drafted by consular offices.
Today we will also allocate 15 billion roubles to the Russian Foundation for Technological Development, to fund loans of companies that produce or supply goods required for fighting the spread of the coronavirus, such as equipment for diagnostics, prevention and treatment, personal protection gear, medicine and other medical products and devices. Some of this money will be used to purchase goods from abroad. Other projects to receive funding include projects focusing on the implementation of advanced technology, development of new products and import substitution.
