The draft federal law, On Amendments to Article 303 of the Federal Law On Customs Regulation in the Russian Federation, has been introduced by the Federal Customs Service of Russia.
The draft law is designed to bring regulations of Federal Law № 311-FZ of November 27, 2010, On Customs Regulation in the Russian Federation, into conformity with the relevant regulations of the Customs Union, as well as to specify the authority of the Russian Government to set the terms and conditions of the special customs procedure.
The document introduces amendments to Article 303 of the Federal Law, excluding the use of tariff and non-tariff regulatory measures, prohibitions and restrictions from regulations in the special customs procedure. The Russian Government is empowered to set regulations governing the requirements for customs purposes and the terms of the special customs procedure. Furthermore, the Russian Government is empowered to set the terms for placing certain categories of goods under the special customs procedure in the cases provided for by the customs legislation of the Customs Union.
The draft law will be considered at a meeting of the Russian Government.
