The meeting focused on Rostelecom's development priorities and opportunities to enter new market segments.
Following the results of the meeting, Deputy Prime Minister Arkady Dvorkovich made a statement for journalists:
The Prime Minister has held a meeting on Rostelecom development prospects. Based on the report by Rostelecom Head Sergei Kalugin and Minister of Communications and Mass Media Nikolai Nikiforov, the Prime Minister finalised the company development priorities and the possibilities of entering new market segments, including those concerned with package data transmission services, expanding service possibilities, and maintaining positions in the main segment of the company operations, that is, in fixed-line telephony. He also made conclusions regarding the possible reduction of the company’s debt burden down to an acceptable level and on privatisation prospects in the mid-term. Mr Medvedev instructed the company to determine the basic target indicators of the company’s business model after completing all corporate procedures on company reorganisation that are being carried out under the President’s executive order. These procedures will be completed by October 1, 2013. On this basis, the company will set the tasks for the management, define specific price indicators and create a motivation system.
In addition, the meeting participants touched upon the issue of the company’s participation in state programmes, in particular in terms of offering universal communications services under System 112 and in some other areas. The Ministry was instructed to determine the company’s role in the implementation of these programmes. The work will continue next quarter. Following its results, the respective officials will submit a report to the Prime Minister, and the Government will take a decision on the further priorities of the company operation.
