Dmitry Medvedev’s talks with Prime Minister of Thailand Prayut Chan-o-cha
Excerpt from the transcript:
Dmitry Medvedev: We have met several times recently. These were very productive meetings, especially my visit to Thailand in April 2015. Next year, we will celebrate the 120th anniversary of diplomatic relations between Russia and Thailand. Today, we will sign many important documents which state that Thailand is one of Russia’s key partners in the Asia-Pacific Region. We should look to the future, because we have potential and need to boost trade and relations in a range of areas.
Prayut Chan-o-cha: We can say now that relations between our countries are very good, and not only between our countries but also between Russia and ASEAN member states. We also can say that our relations are rapidly developing, and I recently asked two of my deputies to come here. This is the first time in the history of our relations that we sent two deputy prime ministers to Russia. This time, the delegation includes eight ministers from Thailand, which is more than I usually bring abroad. This is due to your visit to Thailand which helped us develop and promote our relations.

Statements for the press by Dmitry Medvedev and Prayut Chan-o-cha
Excerpt from the transcript:
Dmitry Medvedev: A substantial package of documents has been signed. They cover a broad range of areas of cooperation that define the current potential of relations between Russia and Thailand. We agreed to continue our work on developing a modern contractual framework between the Russian Federation and the Kingdom of Thailand.
In particular, I would like to note the progress in investment cooperation. We have just witnessed the signing of agreements for quite significant funding. Suffice it to mention a document linking Russia (Direct Investment Fund and Ryazan Region) and CP Group. As much as $1 billion will be invested in the project. There are other major investment projects in Russia’s Far East and in Thailand. However, there are some issues as well.
Thailand is the second largest ASEAN country in terms of trade. However, the trade turnover has decreased. This was caused both by the current pricing environment and the rouble exchange rate. In the long term, we will eventually reach the turnover on which we agreed during my visit to the Kingdom of Thailand, which is $10 billion annually. Agriculture, industrial cooperation, high-tech cooperation, major infrastructure and transportation projects all remain on the agenda.
One more area of cooperation is tourism in Thailand. This country remains one of the most attractive destinations for Russian vacationers abroad, especially considering that several foreign destinations, for well-known reasons, are no longer available or convenient. We also discussed educational projects and a number of other issues of mutual interest.
The Prime Minister is participating in the ASEAN-Russia Summit in Sochi. Wewelcomethisareaofcooperation.
Prayut Chan-o-cha (via interpreter): Eight Thai ministers and several entrepreneurs participated in our talks as part of the official visit.
Next year, we will mark the 120th anniversary of the establishment of diplomatic relations between Thailand and Russia.
Both sides have agreed to develop relations at the top level and deepen partnership, especially in education, science, technology and innovation.
Over the next five years, Thailand and Russia are determined to increase bilateral trade five times over or even more.
Both sides have agreed to create a mechanism to stimulate bilateral trade ties in the public and private sectors.
I support Russia's desire to provide Thailand with high technology, information technology and machine engineering technology.
Thailand has also asked the Russian side to ensure greater support for agricultural imports from our country.
I would like to reaffirm my invitation to Russian investors to invest in Thailand, especially in the digital and aircraft industry, biotechnology and nanotechnology. Thailand is ready to open the way to ASEAN for Russia.
Prime Minister Medvedev has proposed to Thailand that we consider a free trade agreement with the Eurasian Economic Union.
Today, Thai and Russian energy companies have signed memoranda of intent. These agreements provide for comprehensive cooperation in the energy sector in Thailand, Russia and in third countries.
The Office of Science and Technology of Thailand and the Skolkovo Innovation Centre have signed an agreement on bilateral cooperation between our countries’ research centres.
At the end of this year, Thai Airways will reopen the Bangkok-Moscow route. Thailand is a safe tourist destination. The Thai government is ready to take care of Russian and foreign tourists in Thailand.
The number of Thai tourists visiting Russia increases every year.
Today, we signed bilateral cooperation agreements: in agriculture, fisheries, defence-industry investment, financial information sharing and environmental protection, as well as eight agreements between private companies.
