The draft federal law On Introducing Amendments to Article 241 of the Federal Law On Production and Consumption Waste was finalised under agreements reached by the Russian side during negotiations with European Commissioner for Trade Karel De Gucht.
Under the Federal Law On Production and Consumption Waste, car-scrapping duties are payable by all manufacturers and importers of wheeled motor vehicles, with the exception of the following equipment:
· Vehicles imported as private property by individuals, parties to the State Programme to ensure the voluntary relocation of compatriots living abroad or those recognised as refugees or displaced persons under the established procedure to the Russian Federation;
· Vehicles imported into the Russian Federation and belonging to diplomatic missions or consular agencies, international organisations, as well as to the employees of these missions, agencies, organisations and their families;
· Vehicles listed among classic and vintage cars aged 30 years and over;
· Vehicles assembled by manufacturers undertaking to ensure the subsequent safe scrapping of their equipment;
· Vehicles imported into the Russian Federation from states, members of the Customs Union, and having the status of Customs Union goods;
· Vehicles for transporting freight, passengers and luggage, which are registered in the Kaliningrad Region, and which are subjected to customs-clearance proceedings of the free customs zone in the Kaliningrad Region up to April 1, 2016.
Under the proposed Federal Law version, the relevant exception should only be made for classic and vintage cars and equipment imported by the parties under the State Programme to ensure the voluntary relocation of compatriots living abroad and refugees to the Russian Federation, as well as by diplomatic missions or consular agencies and international organisations and their employees.
The draft law will be examined at a Government meeting.
