Vladimir Puchkov: Mr Medvedev, the tornado in the Tula Region has caused a large scale disaster, damaging over 200 buildings and social infrastructure facilities. Twenty one people were injured and sought medical assistance. A relief and crisis management effort has been organized within a short time frame following the disaster. This has been led by the National Centre for Crisis Management and the Tula Regional Commission for Emergency Situations.
Currently, the number of people involved in the relief effort totals 3,500. People who have suffered from the disaster are being provided with appropriate assistance in a prompt and effective manner. We have organized door-to-door rounds and restoration of private households. The vital service systems are being restored as a matter of priority. The power and water supply systems were initially provided on a temporary basis, but are now working normally.
Furthermore, additional measures have been taken to support large families, the elderly, and those needing help and assistance. The rescue effort was completed in a short time. Currently, we are working to restore the city to normal. We expect that all major work toward this end will be completed by May 26.
The regional government has already started providing financial aid to those who suffered from the disaster. As per the government instructions, we are currently preparing proposals to provide financial assistance to the victims in the disaster area. We are planning to pay 10,000 roubles to every person who suffered from the disaster and compensation for property which was lost: 50,000 roubles for partial loss, and 100,000 for complete loss. An appropriate decision is currently in the making and will be submitted to you.
Dmitry Medvedev: Thank you. How many buildings have been damaged?
Vladimir Puchkov: Over 200 residential buildings.
Dmitry Medvedev: Have they been completely destroyed or only partially?
Vladimir Puchkov: Partially. The roofs have been damaged and the windows. The interiors and furniture have also been seriously damaged.
Dmitry Medvedev: Mr Slyunyayev, do you have any comments?
Igor Slyunyaev: Mr Medvedev, we first of all got the gas supply systems under control, and, as Mr Puchkov mentioned, they are now working normally. The disaster has destroyed seven social facilities, including three schools and two kindergartens. These are the focus of our attention. The Government Commission working group has decided to complete the repair and restoration by September 1. In addition, all social facilities will be technically upgraded and equipped with internal engineering networks and necessary equipment. We are also coordinating practical assistance to private households, as they require hands on help. Construction material is usually provided by regional and local authorities.
The work is proceeding in a well-coordinated and organized manner. The relief effort will take two to three weeks, and the overall restoration of the social facilities will be completed by September 1, before the start of the new academic year.
