Deputy Prime Minister Dmitry Rogozin has issued the following directions to fulfil instructions of President Vladimir Putin No. Pr-1020 of May 7, 2013:
1. On Subparagraph A of Paragraph 1 of the Presidential instructions:
The Russian Federal Space Agency (Vladimir Popovkin), the Ministry of Economic Development (Andrei Belousov), the Ministry of Finance (Anton Siluanov) and the Ministry of Labour and Social Protection (Maxim Topilin) shall, according to established procedure, submit agreed proposals to restructure the system for managing the rocket and spacecraft sector.
Deadline: July 18, 2013.
2. On Subparagraph B of Paragraph 1 of the Presidential instructions:
The Russian Federal Space Agency (Vladimir Popovkin) shall ensure the timely drafting of feasibility studies and cost estimates for the facilities under construction of the Vostochny Space Centre in order to ensure the cost-effective spending of federal budget allocations.
The report is to be submitted annually by December 1, starting from 2013.
3. On Subparagraph C of Paragraph 1 of the Presidential instructions:
The Russian Federal Space Agency (Vladimir Popovkin), the Ministry of Industry and Trade (Denis Manturov), the Ministry of Defence (Sergei Shoigu), the Ministry of Economic Development (Andrei Belousov), the Ministry of Finance (Anton Siluanov) and the Foreign Ministry (Sergei Lavrov), in cooperation with the federal executive agencies concerned, shall, in accordance with established procedure, submit proposals to create a centralised system of purchases of imported electronic components base products, for which equivalent products are not manufactured in the Russian Federation, specifying the procedure for financing these purchases in advance.
Deadline: August 1, 2013.
4. On Subparagraph D of Paragraph 1 of the Presidential instructions:
The Ministry of Education and Science (Dmitry Livanov) and the Russian Federal Space Agency (Vladimir Popovkin) shall jointly draft new federal state professional education standards for the training of skilled specialists for the rocket and spacecraft sector.
Deadline: August 19, 2013.
5. On Subparagraph E of Paragraph 1 of the Presidential instructions:
The Ministry of Defence (Sergei Shoigu), the Russian Federal Space Agency (Vladimir Popovkin), the Foreign Ministry (Sergei Lavrov), the Ministry of Economic Development (Andrei Belousov) and the Federal Security Service (Alexander Bortnikov), in cooperation with the federal executive agencies concerned, shall, in accordance with established procedure, submit proposals on the public use of satellite photos with a resolution of less than one metre.
Deadline: September 2, 2013.
The results of fulfilling specific instructions must be reported to the Government by the specified deadlines together with the relevant draft reports to the President.
