Excerpts from Dmitry Medvedev’s opening remarks:
It’s been three years since we decided to act in accordance with the National Business Initiative. Roadmaps have become a system-wide plan for the business community, primarily, for the agencies that are responsible for their implementation.
Eleven roadmaps are currently being implemented. We have made certain progress. In particular, we have significantly simplified customs clearance procedures, the registration of legal entities and sole proprietorships, reduced the cost (up to seven times) and the time involved in utility hookups; approved lists of housing construction procedures (the number of such procedures went down from 220 to 134); and created an export support insurance center which will issue the necessary insurance and loan products.
These changes are included in international rankings. We’ve made a good move up from 124th to 62nd, thus doubling our performance ranking. We’re pursuing the strategic task of making it to the top twenty, not for the sake of the number, but for the sake of a good business climate in our country.
Our roadmaps outline almost 800 activities, including legislative efforts: 33 laws have been adopted, with 40 draft laws pending in the State Duma. Adopting laws is part of our job. Importantly, businesses should feel favourable changes in their everyday activities, albeit small ones. I’m referring to the practical application of laws and regulations. Therefore, it’s necessary to track the effects of the implementation of roadmaps.
I have just signed a
document, which was prepared precisely for implementing a roadmap. This is the
Government resolution about the participation of small- and medium-sized
enterprises in the procurement of goods and services by certain types of legal
entities. This is a fairly complex and important document which differentiates
between these purchases depending on the contract volume or price and the
annual revenues of individual legal entities.
