Agenda: Creating a national system for the comprehensive rehabilitation and re-socialisation of drug addicts; joining the UNIDROIT Convention on International Factoring.
Excerpts from Dmitry Medvedev’s opening remarks:
Today we will discuss the creation of a national comprehensive system of rehabilitation for those of our citizens who use drugs and psychedelic substances not for a medical necessity.
According to data from doctors, we are talking about several million people, 60,000 of whom die each year from diseases of the vital organs caused by regular consumption of drugs. The age of drug abusers has been getting younger.
An active stance on the part of the state and, of course, of society, is very important in combating this threat. Our objective is not just to destroy the uncontrolled drug market, but to offer a clear treatment system, social adaptation and an alternative. We should show the families who are fighting for their loved ones that their efforts are backed by support from the state.
To achieve this, we have made the decision to establish a system of rehabilitation work with those who wish to get rid of their addiction. The creation of this system has long been included in the anti-drug policy until 2020, which was approved in 2010. It has been actively implemented, but the efforts of the relevant agencies, the federal centre and the regions are not coordinated well enough in a range of issues.

As soon as possible, we need to develop unified requirements for organisations that are engaged in rehabilitation and treatment of addictions. Medical institutions, doctors, teachers, psychologists, social workers and volunteers in non-profit organisations – all of them must follow clear instructions and programmes that take into account a wide range of situations, especially when it comes to underage patients.
We also need to help people who are successfully completing a rehabilitation programme to find jobs and undergo professional training. This requires the attention of social services in the regions.
In May 2014, we
joined the UNIDROIT Convention on International Factoring, and now we are bringing
Russian laws in conformity with this convention and our roadmaps, allowing for
such operations. By doing this, we will form the legal environment for the
factoring services market in currencies. Naturally, we will complement the
Administrative Violations Code with the responsibilities the companies will
face in the event that they fail to fulfil their obligations to the state.
