Based on the results of the meeting held on April 17, 2013, Olga Golodets has issued the following instructions:
1. The Ministry of Healthcare (Veronika Skvortsova), the Ministry of Finance (Anton Siluanov) and the Ministry of Economic Development (Andrei Belousov) jointly with regional executive bodies shall work to organise 2014–2015 pilot projects to develop air ambulance services based on a co-financing scheme, with particular attention given to:
- finalising the criteria for selecting regions, such as disease incidence, death rate, population density, level of transport infrastructure, availability of air strips, financial capacity, existing healthcare organisations and personnel;
- determining the terms and procedures of pilot projects;
- developing formulas and criteria for setting the price of air ambulance services;
- establishing rules for performing medevac on Russian-model airplanes and helicopters equipped with the necessary medical equipment.
The coordinated proposals, along with the necessary calculations and financial and economic substantiation, shall be submitted to the Government by June 1, 2013.
2. The Ministry of Healthcare (Veronika Skvortsova) shall, on the basis of the recent discussion, inform the Government of the procedure for the medevac of Russians from outside the country, and include the relevant medical, financial and other criteria.
3. The Ministry of Finance (Anton Siluanov), the Ministry of Healthcare (Veronika Skvortsova), the Ministry of Culture (Vladimir Medinsky) and the Ministry of Justice (Alexander Konovalov), with the participation of the Analytical Centre under the Government of the Russian Federation and relevant organisations, shall finalise the issue on health insurance for Russians travelling abroad and elaborate the rules, insurance terms and rates, as well the types of events that are not covered, take into account the recent discussion and relevant instructions of the Government.
Coordinated proposals shall be submitted to the Government by July 1, 2013.
