The corresponding directive was drafted by the Ministry of Civil Defence, Emergencies and Disaster Relief in fulfillment of Government Directive No. 1950-r of November 11, 2010 on approving the list of state programmes of the Russian Federation and in accordance with Government Resolution No. 588 of August 2, 2010 On Approving the Procedure to Draft, Implement and Assess the Effectiveness of State Programmes of the Russian Federation.
The Ministry of Civil Defence, Emergencies and Disaster Relief is the executive manager of the state programme, with the Ministry of Healthcare, the Ministry of Regional Development and the Federal Service for Supervision of Environment, Technology and Nuclear Management (Rostekhnadzor) acting as co-managers.
The programme is to be implemented in two stages between 2013 and 2020:
First stage: 2013-2015;
Second stage: 2016-2020.
The aim of the state programme is to minimise social, economic and environmental damage to the population, the economy and the natural environment during and as a result of hostilities, terrorist acts, natural disasters and industrial accidents, fires and incidents at water facilities.
In order to achieve this goal, the following objectives are to be addressed:
ensuring the effective prevention of natural disasters and industrial accidents, fires, incidents at water facilities, subsequent clean-up operations, as well as clean-up operations after terrorist acts and hostilities;
maintaining the high combat readiness of forces and assets of civil defence systems;
protecting people and land from natural disasters and industrial accidents;
ensuring fire safety and public safety at water facilities;
ensuring the effective work and management of the civil defence system;
promoting the industrial safety system.
When implemented in its entirety, the state programme will enable the following objectives to be achieved:
increase protection of people and land from peace-time and war-time dangers and threats;
ensure more effective work of command and control agencies and civil defence forces;
effectively use allocations provided by budgets at different levels and businesses for implementing high-priority objectives to protect people and land in peace-time and war-time environments;
create inter-regional, regional and facility-level systems to ensure comprehensive protection from natural disasters and industrial accidents;
ensure the sustained development of the comprehensive nationwide early-warning system for public areas, the information and telecommunications infrastructure of the emergency risk management system and the emergency monitoring and prediction system;
finalise and introduce a system of measures to more effectively protect land, people and facilities while implementing major economic and infrastructure projects, taking into account natural and climatic features of Russian regions;
reduce the risk of fires and mitigate their possible consequences;
improve public safety and the protection of critical facilities from fire hazards;
improve the industrial safety of hazardous industrial facilities.
