Dmitry Medvedev’s opening remarks
Transcript:
Dmitry Medvedev: Good afternoon, ladies and gentlemen. In the beginning of our conversation, I would like to discuss two important issues. The first concerns the standard medical examination of the population. We are upgrading our healthcare, and we have resumed the standard medical examination practice. However, we should create the right conditions to allow it to work. We aren’t typically very good in this regard.
Dmitry Medvedev: "We are upgrading our healthcare, and we have resumed the standard medical examination practice. However, we should create the right conditions to allow it to work."
Ms Golodets (addressing Olga Golodets), you are handling this issue. Please tell us about the results of the medical examination last year and your current activities.
Olga Golodets: In 2013, we fulfilled our plan for the medical examination, which was passed by over 34 million people. The examination has produced clear-cut results. It has revealed almost 3 million cases of blood circulation ailments and 21,346 cancers.
These two figures are very important for the lifespan, and the early detection of these diseases allows us to take prompt measures and cure patients.

Of all cancer patients, the overwhelming majority have breast cancer (35.4% of the total), and we mainly checked the able-bodied population and prostate cancer (17.6%).
Olga Golodets: "However, at the same time, the Ministry of Healthcare is drafting new, more targeted procedures for the annual medical examination. They will determine ages for annual examinations and their types for all Russian citizens. We will programme incentives into the new procedures and submit them for discussion to the Government."
All patients have been prescribed treatment and we believe that the early detection of these diseases will help us to prevent premature deaths.

Dmitry Medvedev: Please deal with this subject in detail – it is important indeed.
