Good afternoon friends, ladies and gentlemen.
We have established a certain tradition, and this year I’m happy to greet you here at this national conference.
Today, we’ll review the results of the work of the joint state emergency prevention and response system, the implementation of 2013 civil defence measures, and of course we’ll discuss the development of this system and our specific goals for 2014.

Of course, we can’t completely control nature, but we must try to protect our citizens from dangerous natural phenomena and help them deal with the consequences.
As a result of your work, many people were saved last year. Hundreds of thousands of lives were saved, and the number of fatalities was reduced. These statistics are quite substantial and impressive, virtually equaling the population of a large city.
Rescue teams experienced many ordeals throughout 2013. A large-scale flood in the Far Eastern Federal District was the most serious test for the emergency prevention and response system.
As you know, the Amur Region, the Khabarovsk Territory and the Jewish Autonomous Region experienced unprecedented disaster. Water levels in the Amur River hit an all-time high in the entire history of recorded observations (over 100 years). Heavy rainfall caused rivers to spill over in Yakutia, the Primorye Territory and the Magadan Region. Tens of thousands of people lost their homes as a result of the floods.
I believe that, on the whole, the authorities responded promptly to this situation, and that they made the necessary decisions to aid people and to conduct cleanup operations after the flood.
The emergency prevention and response system operated extremely effectively. As a result of its actions, not a single civilian was killed, in addition to which, property damage was kept to a minimum.

This year will see new objectives for the emergency prevention and response system. We’ll witness many events in 2014. The upcoming Winter Olympic and Paralympic Games in Sochi will be a major national and world event. The emergency prevention and response system, in cooperation with other agencies, will be managing the security of this international event. I know that you will discuss this in great detail during the conference.
Moreover, we also need to upgrade emergency monitoring and prediction systems, including those using GLONASS transceivers, because a natural disaster that has been forecast in advance causes less damage.
Dmitry Medvedev: "Russian rescue teams must use the most advanced and reliable equipment. Fire prevention and rescue units are to be reequipped completely this year. We must expedite work to introduce the standardised 112 emergency response line in every Russian region. It’s high time we completed this, a programme that was launched long ago."

We will also have to continue to educate the public on safety standards. Obviously, we need to learn the skills of civil defence, preferably starting with schools, and it might be expedient to use past experience in this area. In any case, our children must learn fundamental safety standards. So it’s important that schools and media outlets also take part in this.
Ladies and gentlemen, friends, in conclusion, I would like to thank the administrative and control divisions of the emergency prevention and response system and all the personnel of the Ministry for Civil Defence, Emergencies and Disaster Relief for their selfless work and high professionalism that make it possible to save human lives, our most precious asset.
