Delegation of responsibilities among Deputy Prime Ministers

  • First Deputy Prime Minister of the Russian Federation – Minister of Finance of the Russian Federation. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    ·        drafting and implementing a national project to develop small and medium-sized businesses and support private enterprise

    ·        drafting and implementing a national project to develop international cooperation and exports

    • drafting and implementing a national project to enhance labour efficiency and support employment
    • development of the key targets for Russia’s socio-economic development
    • pursuing a coherent fiscal, credit and monetary policy and managing Russia’s sovereign debt and financial assets
    • state financial planning, drafting and implementing the federal budget, more efficient spending, improvement of the budget system, drafting and implementing the government’s tax policy
    • state investment policy, development of state programmes and targeted federal programmes
    • state regulation of financial markets, insurance and audit sectors
    • drafting government policy with regard to foreign economic cooperation and foreign trade

    • state policy with regard to mortgage lending

    • state regulation of the production and marketing of ethyl alcohol, alcoholic products and any products that contain alcohol

  • Deputy Prime Minister – Chief of Staff of the Government Executive Office. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    ·        planning the work of the Government and monitoring the implementation of government decisions by federal executive agencies

    ·        developing the system for monitoring the effectiveness and productivity of federal executive agencies

    ·        enhancing the effectiveness of federal and regional executive agencies within the framework of implementing an administrative reform

    ·        civil service issues

    ·        organisation of law-making activity

    ·        the activity of intergovernmental commissions

    ·        the activity of  judicial and law-enforcement bodies, and cooperation with judicial bodies and prosecutors’ offices

    ·        drafting and implementing government policy in the area of mass communications and the media

    ·        drafting Government decisions and instructions of the Prime Minister

    ·        planning and organising international events involving the Prime Minister

    ·        cooperation with religious organisations

    ·        implementing government policy in the area of improving oversight activities

    Maxim Akimov shall step in for Konstantin Chuichenko in the event of temporary absence of the latter.

  • Deputy Prime Minister. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    ·        drafting and implementing the Digital Economy of the Russian Federation programme

    ·        drafting and implementing a national project to build safe and high quality roads;

    ·        digitalisation of government management, including in the provision of government services

    ·        digital development, including laying the groundwork for the digitalisation of the economy and social sectors

    ·        state policy on transportation, including road safety

    ·        state policy on communications

    ·        state policy on innovation

    ·        state policy with regard to cadastre and registration, property rights and transactions

    ·        state regulation of intellectual property

    Anton Siluanov shall step in for Maxim Akimov in the event of temporary absence of the latter.

  • Deputy Prime Minister. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    • ensuring national defence and mobilisation readiness, as well as management of the country’s material reserves
    • implementing government policy in the development of the defence, nuclear, space, shipbuilding, aviation and electronics industries
    • implementing the state arms procurement programme, state defence order and programmes to develop the defence, nuclear, space, shipbuilding, aviation and radio-electronic industries
    • development and use of the GLONASS network
    • state policy of nuclear oversight
    • export control with respect to products, information, work, services and intellectual products which could be used for the production of weapons of mass destruction, delivery vehicles for such weapons or other armaments and military hardware
    • implementing a coordinated defence policy within the framework of the Collective Security Treaty Organisation
    • state policy with regard to international military technical cooperation
    • state policy with regard to civil defence and protection of the population and territory in emergencies
    • upgrading facilities along Russia’s state border
    • drafting proposals on creating a system for young Russians’ preparation for military service

    Dmitry Kozak shall step in for Yury Borisov in the event of temporary absence of the latter.

  • Deputy Prime Minister. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    • drafting and implementing a national programme for demographic development
    • drafting and implementing a national healthcare programme
    • drafting and implementing a national education programme
    • drafting and implementing a national science programme
    • state demographic policy
    • state policy with regard to healthcare and social development, including wages, living standards and incomes
    • state policy with regard to social and health insurance, and pensions
    • state policy with regard to the sale of pharmaceuticals and other healthcare products, monitoring their quality and safety; state policy with regard to the pharmaceutical industry
    • state policy with regard to federal state sanitary and epidemiological oversight and federal state regulation in the field of consumer rights protection
    • state policy with regard to employment, labour relations and social partnership 
    • state policy with regard to education and science, including regulation and oversight thereof
    • state youth policy
    • support of socially-oriented non-profit organisations

    Olga Golodets shall step in for Tatyana Golikova in the event of temporary absence of the latter.

    ·       state policy with regard to culture

  • Deputy Prime Minister. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

    ·       state policy on agriculture, including viniculture and winemaking from domestic grapes

    ·       state policy on biotechnology

    ·       state policy on fisheries

    ·       state policy on forestry and the timber industry

    ·       state policy on natural resources management and environmental protection

    ·       state policy on environmental oversight

    Dmitry Kozak shall step in for Alexei Gordeyev in the event of temporary absence of the latter.

  • Deputy Prime Minister. Coordinates the work of the Russian Federation federal executive bodies and issues instructions in the following areas:

    ·       state policy on industry (with the exception of the defence industry)

    ·       state policy on the fuel and energy complex and electricity generation

    ·       state policy on technical regulation

    ·       state policy on technological oversight

    ·       state policy on trade in the Russian Federation

    Alexei Gordeyev shall step in for Dmitry Kozak in the event of temporary absence of the latter.

  • Deputy Prime Minister. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    ·       developing and implementing the national project on housing and urban environment

    ·       state policy for the comprehensive socio-economic development of Russia’s constituent and municipal entities (except for regions in the Far Eastern Federal District), including inter-budgetary relations and territorial planning

    ·       implementation of the state ethnicities policy, improving the institutional and legal foundations of ethnic relations

    ·       developing comprehensive strategies and federal targeted programmes for regional development (with the exception of the Far Eastern Federal District); taking measures to close the gap in the socio-economic development of regions and promoting growth; setting up and operating free and special economic zones; and providing government support

    ·       division of powers and coordination between federal, regional and local government bodies

    ·       monitoring the performance of regional and local executive bodies

    ·       state policy on construction, architecture, urban development, housing and utilities

    ·       state housing policy

    ·       socio-economic cooperation with the republics of Abkhazia and South Ossetia

    Dmitry Kozak shall step in for Vitaly Mutko in the event of temporary absence of the latter.

  • Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    ·       state policy for the comprehensive socio-economic development of regions in the Far Eastern Federal District

    ·       state regulation of the financial assistance provided to regions in the Far Eastern Federal District, and monitoring the use of funds

    ·       developing and implementing public investment projects, making budget spending more efficient in the regions of the Far Eastern Federal District

    ·       enhancing the investment appeal of regions in the Far Eastern Federal District

    ·       developing and implementing state programmes, measures under federal targeted programmes, and state investment programmes in the Far Eastern Federal District

    ·       state policy to promote comprehensive socio-economic development of the Russian Arctic

    Vitaly Mutko shall step in for Yury Trutnev in the event of temporary absence of the latter.
