Delegation of responsibilities among Deputy Prime Ministers

  • First Deputy Prime MinisterCoordinates the work of federal executive bodies and issues instructions in the following areas:

    • Development of the key targets for Russia’s socio-economic development;
    • Pursuing a coherent fiscal, credit and monetary policy and managing Russia’s sovereign debt and financial assets;
    • State financial planning, drafting and implementing the federal budget, more efficient spending, improvement of the budget system, drafting and implementing the government’s tax policy;
    • State investment policy, development of state programmes and targeted federal programmes;
    • State regulation of financial markets, insurance and audit sectors;
    • Drafting government policy with regard to foreign economic cooperation and foreign trade;
    • Implementation of investment projects through Vnesheconombank;
    • Russia’s trade and economic relations, as well as economic integration with the members of the Commonwealth of Independent States;
    • Russia’s foreign policy;
    • State policy with regard to technical regulations/standards;
    • Russia’s membership in the World Trade Organisation; state regulation of intellectual property; improving traffic safety;
    • Government support of small businesses; 
    • State property management;
    • State policy with regard to cadastre and registration, property rights and transactions;
    • State policy with regard to the common economic space and freedom of economic activity, improving the regulatory environment, the anti-monopoly policy and promotion of competition;
    • State policy with regard to the regulation of natural monopolies’ operation and development of the markets in infrastructure-related sectors;
    • State policy with regard to utilities fees and transport fares; 
    • State immigration policy;
    • Customs-and-tariff and non-tariff regulation, and protective measures in foreign trade;
    • State housing policy and the implementation of the Affordable Housing priority national project;

  • Deputy Prime Minister. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    • Implementation of priority national projects in demographics, healthcare, education and social security;
    • State demographic policy;
    • State policy with regard to healthcare, education and social development, including wages, living standards and incomes;
    • State policy with regard to the sale of pharmaceuticals and other healthcare products, controlling their quality and safety; state policy with regard to the pharmaceutical industry;
    • State policy with regard to education;
    • State policy with regard to employment, labour relations and social partnership;
    • State policy with regard to social and health insurance, and pensions;
    • State policy with regard to culture;
    • Support of socially-oriented non-profit organisations.

    The following officials shall step in for their colleagues in the event of their temporary absence:

    Olga Golodets’s responsibilities shall be taken over by Dmitry Kozak.

  • Deputy Prime Minister. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

    •        State policy on agriculture, including viniculture and winemaking from domestic grapes;
    •        State policy on fisheries;
    •        State policy on transport;
    •        State policy on communications;
    •        State policy on IT;
    •        State policy on the fuel and energy complex (excluding the granting of rights to use mineral resources) and electricity generation;
    •        State policy on industry (with the exception of the defence industry), including the pharmaceutical and medical equipment industries;
    •        State policy on innovation;
    •        State policy on science
    •        State policy on biotechnology.

    Arkady Dvorkovich’s responsibilities shall be taken over by Igor Shuvalov.

  • Deputy Prime Minister. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

    • State policy on the socio-economic development of Russia’s regions and municipalities, including issues of inter-budgetary relations and territorial planning;

    • Developing comprehensive strategies and federal targeted programmes for regional development (with the exception of the Far Eastern Federal District and the North Caucasus Federal District); taking measures to reduce socio-economic differences between regions and to promote growth; setting up and operating free and special economic zones; and providing government support through the Investment Fund of the Russian Federation;
    • Division of powers and coordination between federal, regional and local government bodies;
    • Monitoring the performance of regional and local executive bodies
    • State policy on construction, architecture, housing and utilities;
    • State policy on the comprehensive socio-economic development of the regions of the Crimean Federal District.

    The following officials shall step in for their colleagues in the event of their temporary absence:

  • Deputy Prime Minister. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    • State policy in the promotion of physical fitness and sport;
    • State policy in tourism and travel;
    • State youth policy;
    • Organising, preparing and holding the 2018 FIFA World Cup.

    The following officials shall step in for their colleagues in the event of their temporary absence:

  • Deputy Prime Minister of the Russian Federation and Chief of Staff of the Government Executive Office. Coordinates the work of federal executive agencies and instructs them on the following issues:

    • Planning the work of the Government and monitoring the implementation of Government decisions by federal executive agencies;
    • Developing the system for monitoring the effectiveness of the regional executive agencies and local governments;
    • Ensuring greater effectiveness in the exercise of the authority of federal executive agencies and regional executive agencies, as well as in the implementation of administrative reform;
    • Civil service issues;
    • Organisation of legislative activity;
    • The activity of inter-governmental commissions;
    • Implementing government policy in the area of justice, and cooperation with judicial bodies and prosecutors’ offices;
    • Drafting and implementing government policy in the area of mass communications and media;
    • Drafting Government decisions and instructions of the Prime Minister;
    • Planning and organising international events involving the Prime Minister;
    • Cooperation with religious organisations;
    • Implementing government policy in the area of international relations under specific instructions of the Prime Minister;
    • Implementing government policy in the area of culture under specific instructions of the Prime Minister.

    Sergei Prikhodko’s responsibilities shall be taken over by Arkady Dvorkovich.

  • Deputy Prime Minister. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

    • Ensuring national defence and mobilisation readiness, as well as management of the country’s material reserves;
    • Implementing government policy in the development of the defence, nuclear, rocket/spacecraft, shipbuilding, aircraft as well as radio electronics industries
    • Implementation of the state arms procurement programme, state defence contracts and programmes for the development of the defence, nuclear, rocket/spacecraft, shipbuilding, aircraft as well as radio electronics industries;
    • Development and use of the GLONASS network.
    • Nuclear oversight;
    • Export control with respect to products, information, works and services and products of intellectual activity which could be used for production of weapons of mass destruction, delivery vehicles for such weapons or other armaments and military hardware;
    • Implementing a well-coordinated defence policy within the framework of the Collective Security Treaty;
    • State policy with regard to international military technical cooperation;
    • State policy with regard to civil defence and protection of the population and territory in emergencies;
    • Development of scientific research aimed at strategic military technical and defence planning;
    • Upgrading facilities along Russia’s state border;
    • Drafting proposals on creating a system for young Russians’ preparation for military service.

    The following officials shall step in for their colleagues in the event of their temporary absence:

    Dmitry Rogozin’s responsibilities shall be taken over by Alexander Khloponin.

  • Deputy Prime Minister of the Russian Federation and Presidential Plenipotentiary Envoy to the Far Eastern Federal District. Coordinates the work of federal executive bodies and issues instructions in the following areas:

    - State policy for the comprehensive socioeconomic development of regions in the Far Eastern Federal District;

    - State regulation of the financial assistance provided to regions in the Far Eastern Federal District, and monitoring the use of funds;

    - Developing and implementing public investment projects, making budget spending more efficient in the regions of the Far Eastern Federal District;

    - Enhancing the investment appeal of regions in the Far Eastern Federal District;

    - Developing and implementing state programmes, measures under federal targeted programmes, and state investment programmes in the Far Eastern Federal District;

    - Implementing the presidential executive order on providing relief to areas hit by large-scale flooding in the Republic of Sakha (Yakutia), Primorye and Khabarovsk territories, Magadan and Amur regions, and the Jewish Autonomous Region.

    Igor Shuvalov shall assume Yury Trutnev’s duties if the latter is temporarily unavailable. 

  • Deputy Prime Minister. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

    • State policy on natural resources management and environmental protection;
    • State policy on forestry and the timber industry;
    • State regulation of the production and distribution of ethanol, alcohol and products containing alcohol;
    • Environmental and technological oversight;
    • Implementation of the state ethnicities policy, improving the institutional and legal foundations of ethnic relations;
    • Comprehensive socio-economic development of the regions of the North Caucasus Federal District;
    • Socio-economic cooperation with the republics of Abkhazia and South Ossetia.
