Born on 10 July 1981 in Kuibyshev, RSFSR.

University degree. 

1998: Graduated with honours from the Samara International Aerospace Lyceum. Graduated from the Korolyov Samara State Aerospace University with the qualification of engineer specialising in Aircraft Engines and Power Plants. In 2005, graduated from the Faculty of Economics and Management at the same university with a degree in Management.

2012: Studied Jurisprudence at the Institute of World Civilisations.

2015: Completed training at the 3rd Faculty at the Military Academy of the General Staff of the Armed Forces of the Russian Federation.

2017: Completed training at RANEPA under the Training and Retraining of Reserve Management Personnel programme.

2024: graduated with a master’s degree from the Diplomatic Academy of the Foreign Ministry of Russia.

Doctor in Law.

2011–2020: Deputy of the 6th and 7th State Duma. In the 6th State Duma, held the post of Deputy Chair of the State Duma Committee on Science and High Technologies. In the 7th State Duma, he was chair of the State Duma Committee on Physical Culture, Sports, Tourism and Youth Affairs.

20 July 2020: Appointed Acting Governor of the Khabarovsk Territory.

19 September 2021: Elected Governor of the Khabarovsk Territory.

14 May 2024: Appointed Minister of Sport.

Mikhail Degtyarev was awarded the Order of Alexander Nevsky, the Order of Friendship, a Presidential commendation and a Presidential acknowledgement.
