Born on 21 September 1961 in Zhdanov, Donetsk Region.
University degree.
1983: Graduated with honours from the Nakhimov Black Sea Higher Naval School, earning a degree in Ship Armament and qualifying as an officer with higher special military education and as an electrical engineer.
1999: Graduated from St Petersburg State University of Economics and Finance with a degree in Finance and Credit, earning the qualification of an economist.
1978–1994: Served in the USSR Navy and the Russian Navy.
1997–2013: Director-General at the Nortek law firm in St Petersburg.
2014 – March 2018: Director-General of the Kolmar Managing Company.
March – April 2018: Deputy Governor of the Kemerovo Region for industry, transport and consumer market.
1 April 2018: Appointed Acting Governor of the Kemerovo Region.
17 September 2018: Assumed office as Governor of the Kemerovo Region.
13 September 2023: Reelected as Governor of the Kemerovo Region – Kuzbass.
14 May 2024: Appointed Minister of Energy.
