Graduated from the State Tax Academy under the Ministry of Finance of the Russian Federation with a degree in Finance and Credit, and Jurisprudence.

2013: Held various posts at the Ministry of Industry and Trade.

22 September 2015: Deputy Prime Minister of the Kaliningrad Region.

6 October 2016: Acting Governor of the Kaliningrad Region.

29 September 2017: Governor of the Kaliningrad Region. Reelected Governor of the Kaliningrad Region on 11 September 2022.

14 May 2024: Appointed Minister of Industry and Trade.

Awarded a medal of the Ministry of Justice For Diligence, Second Class, and a Presidential commendation.
