Budget allocations to implement projects under the IAEA Technical Cooperation Programme Under the 2017-2019 Development of the Nuclear Power Industry state programme of Rosatom State Corporation, budget allocations will be provided to implement projects as part of the IAEA Technical Cooperation Programme to develop nuclear energy infrastructure with respect to training staff in countries building or planning to build nuclear power station using Russian technologies. Funds for these purposes are provided in the federal budget for 2017 and the planning period of 2018-2019.

Signing the multilateral agreement on the automatic exchange of country-by-country tax reports Russia’s joining the Agreement will enable the Russian tax authorities to automatically receive from competent foreign authorities information on the allocation of income between members of multinational enterprise groups, which is necessary to assess the risks related to tax base erosion and profit shifting from Russia. The information obtained will increase the efficiency of tax oversight of prices in cross-border transactions.

Submitting to the State Duma draft laws on Russia’s accession to the Montreal Convention for the Unification of Certain Rules for International Carriage by Air The adoption of the draft laws will make it possible to introduce into Russian laws the legal system for international carriage by air established under the Montreal Convention and provide a competitive environment for air carriers and consumers of their services. Under the Montreal Convention, electronic means of recording, storing and processing documents of carriage are introduced for all international carriage by air. The norms of the Air Code are brought in line with the Montreal Convention. In particular, the timeframe for the carriage of passengers by air is defined as the period of their presence on board the aircraft, as well as the period of embarkation and disembarkation. The drafts specify the deadlines for submitting compensation claims for damage to (destruction, loss of) baggage, cargo, or postal items.

Submitting to the State Duma a draft law to ratify the Russian-Iranian Intergovernmental Agreement on the Encouragement and Mutual Protection of Capital Investment and the Protocol thereto The Russian-Iranian Intergovernmental Agreement on the Encouragement and Mutual Protection of Capital Investment and the Protocol thereto were signed on 23 December 2015 in Tehran. The ratification and entry into force of the agreement and the protocol will protect the interests of Russian and Iranian investors and facilitate investment cooperation between Russia and the Islamic Republic of Iran.

Introduction of a draft law on the ratification of the Protocol on Introducing Amendments to the Agreement on the Establishment of the International Investment Bank and its Charter to the State Duma The Russian party signed the Protocol in Moscow on 5 June 2014. The amendments stipulated by the Protocol include the approval of a revised version of the Agreement on the Establishment of the International Investment Bank and its Charter in order to bring them into compliance with current international practices. Thus, the new version of the bank’s constituent documents will replace the current “one country – one voice” voting system with a weighted voting system based on the share in the bank’s contributed capital, which will primarily meet the interests of the Russian Federation.
