Approving the State Strategy to Combat the Spread of HIV in Russia through 2020 and beyond The implementation of the State Strategy to Combat the Spread of HIV in Russia will make it possible to reduce HIV incidence, expand HIV screening and testing, increase the availability of antiretroviral therapy, and reduce the frequency of complications and deaths as a result of HIV-associated conditions (tuberculosis, hepatitis B and C) and AIDS.

Introduction of a draft law on the ratification of the Protocol on Introducing Amendments to the Agreement on the Establishment of the International Investment Bank and its Charter to the State Duma The Russian party signed the Protocol in Moscow on 5 June 2014. The amendments stipulated by the Protocol include the approval of a revised version of the Agreement on the Establishment of the International Investment Bank and its Charter in order to bring them into compliance with current international practices. Thus, the new version of the bank’s constituent documents will replace the current “one country – one voice” voting system with a weighted voting system based on the share in the bank’s contributed capital, which will primarily meet the interests of the Russian Federation.

Submission to the State Duma of a draft law on the ratification of the International Convention concerning Prevention and Control of Occupational Hazards caused by Carcinogenic Substances and Agents The Convention was adopted at the 59th session of the International Labour Organisation’s General Conference in Geneva on 24 June 1976, and entered into force on 10 June 1976. The Convention sets occupational health and safety standards for workers exposed to carcinogenic substances and agents, and also for control of these agents. In particular, it requires lists to be made of substances and agents banned in workplaces or subject to permission and control. The Convention’s provisions set out measures to protect workers from the effects of these substances and agents and measures to inform workers of the occupational risks they face.

Submission to the State Duma of a draft law to ratify the protocol amending the Russia-Singapore intergovernmental agreement on double taxation and income tax avoidance As per the President’s instructions on attracting funding on Asian fiscal markets, this draft law provides for the ratification of the 15 November 2015 protocol amending the intergovernmental agreement between Russia and Singapore on avoiding double taxation and preventing income tax avoidance, which was signed on 9 September 2002. This will help Russian borrowers cut their spending when taking out and servicing Singaporean bank loans and will also stimulate government investment.

Signing an agreement between the Russian Government and the Joint Institute for Nuclear Research on the creation of the Nuclotron-based Ion Collider Faсility (NICA) Under the Science and Technology Development State Programme for 2013-2020. The agreement will help create in Russia an international-level experimental base for fundamental research into a number of current high-energy physics issues. The research will remain relevant for decades after the project’s implementation.

Creation of the Russian Scientific Arctic Expedition to Spitsbergen Archipelago The expedition has been set-up as part of the state programme Environmental Protection, 2012−2020, with a view of enhancing the efficiency of Russian organisations operating on Spitsbergen (Svalbard) Archipelago and in the adjacent waters of the Arctic Ocean, as well as expanding international cooperation. The directive is consistent with the provisions of the Svalbard Treaty and other international treaties.
