Implementing the Interreg Baltic Sea Region transnational cooperation programme in Russia The 2014-2020 Interreg Baltic Sea Region transnational cooperation programme in Russia is an instrument for the implementation of joint cross-border projects between regions of the Russian Federation, states of the European Union and Norway that promote balanced socioeconomic development in the Baltic Region. Implementation of the Programme will help foster ties between regions of Russia and EU countries, preserve common cultural values, support environmental safety, and develop infrastructure.

Russia’s approval of amendments to the Agreement Establishing the Common Fund for Commodities (CFC) of 27 June 1980 The new version of the Agreement updates functions related to resource mobilisation and financing actions regarding commodities, establishing partnerships to implement development projects in the commodities sector, providing services, and spreading knowledge and information on new and innovative approaches.
Expanding the list of international financial institutions whose securities may be issued and publicly traded in Russia The list of international financial institutions whose securities are allowed to be issued and publicly traded in Russia now includes the International Development Association. This decision expands the opportunities for its participation in investment projects in Russia, which will contribute, among other things, to the development of the Russian financial market.

Implementing the comprehensive project to create and develop a campus of the St Petersburg National Research University of Information Technology, Engineering and Optical Design The campus of the St Petersburg National Research University of Information Technology, Engineering and Optical Design will be built in the Pushkin District of St Petersburg. The campus will include research centres, laboratories, classrooms, housing, and other buildings. The new campus will accommodate 3,600 students, 50 international laboratories, and at least five innovation-driven production facilities which will create 6,000 new high-skill jobs.

Submitting the Council of Europe Convention on the Counterfeiting of Medical Products to the President of Russia for subsequent ratification The Council of Europe Convention on the Counterfeiting of Medical Products and Similar Crimes Involving Threats to Public Health was signed by Russia on 28 October 2011 in Moscow. The ratification of the Convention will help bolster interstate mechanisms of protecting the population from risks posed by counterfeit drugs and medical products.
Ensuring Russia’s readiness to meet its obligations as a signatory of the Council of Europe Convention on the Manipulation of Sports Competitions The Council of Europe Convention on the Manipulation of Sports Competitions is aimed at combatting corruption in sport by improving state regulation of sports and betting organisations’ activities. There is a signed directive approving the plan of action to ensure Russia’s readiness to meet its obligations as a signatory of the Convention.
Russia’s approval of the draft cooperation agreement between the governments of Russia and China to develop the Klyuchevskoye gold deposit (Trans-Baikal Territory) The purpose of the agreement is to implement the investment project to develop the Klyuchevsky gold deposit in the Trans-Baikal Territory. Concluding the agreement will facilitate the formation and development on an integrated complex for mining and processing minerals and help create about 3,000 jobs in the region.

The Strategy provides for comprehensive support for the Russian producers of aviation engines, component parts and instruments in securing orders and carrying out exports.

Submitting to the President of Russia the proposal to sign the Second Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters Several provisions of the European Convention on Mutual Assistance in Criminal Matters have been supplemented with a special protocol to expand the scope of circumstances substantiating a request for mutual legal assistance as well as to simplify and expedite the procedure of mutual legal assistance in criminal cases. These additions are expected to increase the efficiency of international legal cooperation in criminal matters.

New version of the state programme Socioeconomic Development of the Arctic Zone of the Russian Federation A new version of the state programme Socioeconomic Development of the Russian Arctic Zone updates a list of sub-programmes and all the main tasks, indicators and targets and also expands the list of participants. Its implementation deadlines have been extended up to 2025. The state programme’s implementation will make it possible to create favourable conditions for the rapid socioeconomic development of the Arctic zone, for maintaining Russia’s strategic interests and national security in the Arctic.
Submitting to the State Duma a draft law to ratify the Agreement between the governments of Russia and China to protect classified technologies in the course of cooperation in the peaceful exploration and use of outer space The Agreement was signed 25 June 2016 in Beijing during President Vladimir Putin’s official visit to China.

Establishing an organising committee to support the nomination of Yekaterinburg as a candidate city to host the World EXPO 2025 In May 2017, Russia applied to hold the World EXPO 2025 in Yekaterinburg from 2 May to 2 November 2025. The theme of the exhibition: "Changing the World: Innovations and Quality of Life." The creation of the organising committee will help coordinate the work of representatives of federal executive bodies, the Government of the Sverdlovsk Region as well as organisations engaged in the promotion of Russia’s application.

Approving a draft Convention between the governments of Russia and Japan on avoiding double taxation of incomes and preventing tax evasion The signing of the Convention will allow tax payers of each contracting party to avoid paying twice on the same type of income, which will facilitate mutually beneficial cooperation between Russia and Japan and allow corresponding government bodies to exchange information in order to reveal tax offences.

Re-equipping the UN World Food Programme auto fleet with Russian-made vehicles The signed resolution provides for up to 535 million roubles to be allocated in 2017-2018 to implement the next phase of the UN World Food Programme project to replace trucks used for transporting humanitarian aid with Russian-made vehicles, and up to $1.5 million as a special-purpose contribution to the WFP fund for the development of logistics capacity, including the integration of KamAZ trucks into regional fleets of WFP trucks. Funds for these purposes are envisaged in the federal budget.

Lowering customs duty rates for goods exported from Russia outside Customs Union member states Starting 1 September 2017, export customs duty rates will be reduced for untreated animal hides, ferrous waste and scrap, refined copper and copper alloys, and items made from non-precious metals.
Russia’s participation in the construction of the European X-ray free-electron laser installation Since 2009, Russia has been involved in an international project to build and operate the European X-ray free-electron laser installation. The installation is being built in Hamburg, Germany, and is intended for research in a number of areas, including solid state physics, geophysics, chemistry, materials science, medicine, and structural microbiology. The signed directive instructs the Kurchatov Institute National Research Centre to pay the remaining share of the Russian Federation’s contribution towards the construction of the installation. The funds for these purposes have been allocated from the 2017 federal budget.
