This directive on orbiting the Lybid telecommunications satellite with the Zenit-3SLBF launch vehicle with a Fregat-SB booster has been submitted by the Russian Federal Space Agency (Roskosmos).
This document has been drafted in accordance with the Law of the Russian Federation On Space Activity.
The certificate of the Lybid satellite end user hereby confirms that this spacecraft will be used solely for non-military commercial purposes.
The Lybid satellite is to be launched by Roskosmos under the supervision of the State Commission for Conducting Flight Tests of Launch Vehicles.
After entering a preset orbit, the satellite will be included in the national register of Ukraine.
The Zenit-3SLBF launch vehicle, the Fregat-SB booster and the Lybid satellite have been manufactured with extra-budgetary funding. The preparation and launch of the satellite are also financed from the same extra-budgetary sources.
It is necessary to use the Defence Ministry’s ground-based measuring and tracking stations to orbit the Lybid telecommunications satellite. Moreover, it is necessary to use the Aerospace Defence Force personnel who maintain and operate these systems to provide this launch service.
The Directive allows the Defence Ministry to use military space systems and complexes on a contractual basis and to include military personnel in providing this launch.
This commercial launch will accomplish the following objectives:
· Promote the Russian Federation’s position on the global launch services market. This will increase the volume of extra-budgetary funding and investment needed for developing Russian space infrastructure;
· Award contracts to Russian enterprises, expand co-production arrangements in space activity and ensure the cost-effective use of the rocket and spacecraft industry’s workforce;
· Modernise the Baikonur Space Centre infrastructure.
