The draft resolution prepared by the Ministry of Industry and Trade endorses the rules for partial compensation from the federal budget of spending by organisations on R&D under comprehensive investment projects in priority areas of civil industry. This applies to projects under the subprogramme ensuring the implementation of the state programme Developing Industry and Increasing Competitiveness.
The draft introduces a mechanism for granting incentivising subsidies or other government support to Russian organisations to compensate them for part of their R&D spending under comprehensive investment projects.
The draft provides for:
- establishing procedures and terms for granting federal budget subsidies on a competitive basis to domestic organisations to compensate them for part of their R&D spending;
- specifying the sphere of the resolution’s implementation in priority areas of civil industry, the concept and criteria of which are defined by the resolution;
- establishing an interdepartmental commission to determine technological pursuits in priority areas of civil industry that correspond to the state programme Developing Industry and Increasing Competitiveness (and its subprogrammes) with a view to selecting recipients of subsidies.
The federal law On the 2014 Federal Budget and the 2015-2016 Planning Period allocates 1.17 bln on its implementation in 2014; 1.69 bln in 2015 and 2.2 bln in 2016.
These subsidies will reduce the risks associated with investments in R&D (innovative development), which will allow the participants of comprehensive investment projects to redirect saved funds toward other tasks or to increase aggregate investment in R&D. This measure of state support will allow industrial organisations to increase spending on technological innovations under comprehensive investment projects.
