The document was drafted in order to implement the following Presidential Executive Orders: On Measures to Implement State Social Policy of 7 May 2012; On National Children’s Strategy for 2012-17 of 2 June 2012; On Measures Concerning the Implementation of State Policy on Orphaned Children and Those Without Parental Care of 28 December 2012, hereinafter referred to as Presidential Executive Orders, with regard to raising the salaries of some employee categories.
The rules envision the use of budget allocations on condition of compliance with the parameters of the roadmaps on the development of the respective areas of the social sphere. The roadmaps contain target indicators and measures to achieve them. Another condition for using budget allocations is that the main managers of such allocations should have action plans for implementing the roadmaps with regard to the federal state agencies under their supervision and respective categories of employees. Such plans have to be approved by the Healthcare Ministry, the Ministry of Science and Education or the Ministry of Culture on the basis of performance indicators of the organisations and their managers.
The Resolution’s implementation will allow for an efficient and controlled use of budget funds to raise the salaries of certain employee categories as planned for the Healthcare Ministry, the Ministry of Science and Education and the Ministry of Culture, provided the preconditions for allocations are met with regard to the ratio of the average salaries of the respective employee categories and the average wages in the region.
