The document has been drafted by the Ministry of Finance in accordance with the Russian President's 2013-15 Budget Address, the Russian President’s 2014–2016 Budget Address, and the List of Presidential Instructions No. Pr-2451GS of 20 October 2013 following the 4 October 2013 meeting of the State Council of the Russian Federation.
The Programme sets the following major targets:
- to complete a comprehensive introduction of the targeted programme methods into the budget process;
- to streamline the structure of managing finance in public legal entities;
- to implement measures on increasing the efficiency of budget spending;
- to improve state and municipal financial monitoring by incorporating the assessment of budget spending efficiency;
- to ensure a higher quality of finance management in public administration;
- to raise the openness and transparency of public finance management.
The above objectives will be tackled within the framework of the strategic state planning system, which is currently being designed. The programme sets the basic principles and tools for implementing of the declared targets and aims, achieving the results of specific items in the State Programmes of the Russian Federation.
The aim of the Programme is to increase the efficiency, transparency and accountability of budget spending on socioeconomic development priorities and targets by completing the creation of a modern foundation of standards and methods for regulating budget legal relations, primarily through drafting and introducing a new edition of the Budget Code of the Russian Federation and improving its enforcement.
An important part of the Programme’s realisation is to establish a transparent and stable system of delineating the authority and revenues between the public legal entities, which will contribute to laying a reliable basis for achieving sustainable and balanced budgets in regions and municipalities.
The executive agencies of the constituent entities of the Russian Federation and local governments are advised to develop regional and municipal programmes of enhancing the state and municipal finances on the basis of the Programme.
