The resolution approves the allocation of tariff quota volumes among supplying countries for 2014 in line with the decision of the Eurasian Economic Commission Collegium regarding fresh, chilled and frozen cattle meat (hereinafter referred to as “beef”), fresh, chilled or frozen pork and pork trimmings (hereinafter referred to as “pork”), frozen deboned poultry, bone-in chicken halves or quarters, and frozen bone-in chicken legs and cuts thereof; frozen separated turkey meat and frozen bone-in turkey cuts; and meat and edible by-products from fresh, chilled or frozen poultry (hereinafter referred to as “poultry”).
Specifically, Russia’s Ministry of Economic Development has been instructed under this resolution to carry out the following:
- allocating by 10 January 2014 25% of tariff quota volumes among foreign trade participants involved in beef, pork and poultry imports into Russia in 2013 proportionally with import volumes between 1 January 2011 and 30 September 2013, while allocating by 15 April 2014 the remaining tariff quota volumes proportionally with the volumes of beef, pork and poultry imported in 2011-2013;
- determining the procedure for calculating tariff quota volumes regarding beef, pork and poultry for allocating such quotas among foreign trade participants.
Under the document, Russia’s Ministry of Economic Development has also been instructed to issue beef, pork and poultry import licenses from 13 January to 31 December 2014 within the allocated tariff quota volumes, while Russia’s Federal Customs Service has been tasked to submit the following to the Ministry of Economic Development: by 1 March 2014 a list of foreign trade participants who imported such products between 1 January and 31 December 2013; starting January 2014, data on beef, pork and poultry volumes imported into Russia; and by 10 November 2014, a list of foreign trade participants who imported such products between 1 January and 30 September 2014.
By implementing this resolution, Russia will fulfill its obligations to WTO member states to set tariff quota volumes regarding beef, pork and poultry.
