This document was drafted by the Ministry of Culture in keeping with Presidential Executive Order No. 375 On Holding a Year of Culture in the Russian Federation”, of 22 April 2013.
The plan involves various cultural and educational events across the country, as well as projects in theatre, music, contemporary art, artistic heritage and cinema; nationwide and international ethnic culture festivals; and events aimed at preserving and promoting traditional folk cultures and practices of Russia’s various ethnic communities, discovering young talents and supporting children’s creative endeavours, expanding exhibition activities, and realising creative projects in the regions of the Russian Federation.
Federal and regional executive bodies will be responsible for the implementation of the planned events, along with relevant cultural institutions, research centres and public organisations.
These events are to be financed with funds earmarked for the purpose in the year’s federal budget, as well as from regional budgets and extra-budgetary sources.
The law On the Federal Budget for 2014 and the 2015-2016 Planning Period has set aside some 5.96 billion roubles for the Ministry of Culture to fund the forthcoming Year of Culture.
The plan stipulates coordinated efforts of the Culture Ministry, regional executive bodies and all the organisations involved in its implementation, which will serve to consolidate interregional cultural ties in Russia.
