This document was drafted by the Ministry of Industry and Trade in execution of Government instructions and in accordance with the 24 July, 2013 decision of the sub-commission for customs tariff and non-tariff regulation of the Government Commission on Economic Development and Integration.
The resolution approves some additions to the list of goods that can be processed for domestic consumption purposes, which was approved by Government Resolution No 565 of 12 July, 2011. These additions refer to the goods of the joint Commodity Classification of Foreign Economic Operations of the Customs Union (hereinafter referred to as CC FEO CU) that are used during the manufacture of DesiroRUS Lastochka high-tech commuter and inter-regional train equipment.
In September 2011, Russian Railways and Ural Locomotives Ltd, part of the Sinara Group, signed a contract worth over 2.1 billion euros for the delivery of 1,200 Lastochka railcars in 2015-2020. Russian Railways plans to use Lastochka equipment for commuter and city rail services in and around Moscow and St. Petersburg, and also in the Moscow, Leningrad, Nizhny Novgorod, Samara and Sverdlovsk regions.
The Sinara Group project, which ranks among the most ambitious projects in Russia’s transport engineering sector, is to receive investment worth over nine billion roubles. There are plans to create about 10,000 jobs up to 2021. Domestic content in Lastochka rolling stock production is to reach 55% in 2014 and 80% in 2017.
Owing to the fact that the above-mentioned CC FEO CU list of goods also classifies a wide range of products being manufactured in the Russian Federation, the resolution states expressly that the concerned parties should be guided by product names and by their respective CC FEO CU codes, while using the list with regard to the above-mentioned items.
The relevant goods, which classify various components being used to manufacture Lastochka trains, shall be included in the list on a temporary basis during the localisation of the above-mentioned components in the Russian Federation. As for CC FEO CU code No 6806 10 000 8, which has already been temporarily included on the list, the relevant deadline for including it in the list shall be extended pending the localised production of components being classified by this code in the Russian Federation.
This resolution will help accomplish the basic objectives being stipulated by the National Transport Engineering Sector Development Strategy in 2007-2010 and up to 2015 and the Transport Engineering Sector sub-programme of the state programme Developing Industry and Increasing Competitiveness up to 2020. This measure will make it possible to launch the production of high-tech rolling stock that meets contemporary comfort and environmental standards. In turn, the use of a high percentage of domestic content in production will reduce the technical lag of Russian manufacturers and will also positively influence affiliated industrial sectors.
