This directive was submitted by the Rosatom State Nuclear Energy Corporation to amend Government Directive No 492-r of 24 March 2011, with regard to a 975 million rouble federal subsidy provided to Rosatom in 2013 in the form of an asset contribution for the purchase of Technopark Technology shares.
Technopark Technology was established in 2009 to implement a project designed to boost the innovative development of Russia’s nuclear industry by increasing its research and technological potential and by promoting the use of nuclear technology in the priority research and technology spheres, such as telecommunications, complex integrated systems, and energy efficiency, laser and high magnetic field technology.
To date, investors have contributed to the creation of the basic infrastructure of Sistema-Sarov Technology Park and R&D centre through a public-private partnership. The park’s list of residents includes 30 innovation companies, one of which is Technopark Technology, a wholly owned subsidiary of Rosatom.
Federal Law No 216-FZ of 3 December 2012, On the Federal Budget for 2013 and the Planning Period of 2014 and 2015 (hereinafter referred to as the Federal Law), stipulated the allocation of 500 million roubles for the purchase of shares of Technopark Technology in 2013. Total allocations following the amendment of the Federal Law will reach 975 million roubles.
This funding plan is based on budget subsidies and private investment and is designed to greatly increase the innovative potential of priority sectors, such as information technology and energy, and also to provide employment for the professionals who were released during the reform of Russia’s nuclear weapons complex.
The directive was drafted to strengthen the innovation potential of Russian nuclear technology and to expand the sphere of its application, as stipulated in the Government programme on the Development of the Nuclear Power Industry.
