This document has been prepared by the Ministry of Education and Science and sets out procedures and criteria for awarding associate professor and professor academic ranks, as well as the criteria and procedures for revoking and reinstating academic rank.
The approved procedures for awarding academic rank include the following new criteria:
- academic rank shall be awarded only with respect to academic specialisation, as opposed to the previous regulations, whereby academic ranks were awarded with respect to either the department or the specialisation;
- the Ministry of Education and Science shall review attestation files of academic rank applicants without input from the Higher Attestation Commission of the Ministry of Education and Science, and shall be entitled to submit the application to independent expertise when necessary;
- an appeal procedure with respect to the decision to award an academic rank does not exist, and should the application for an academic rank be rejected, the applicant may resubmit the application no sooner than a year from the date of the relevant decision.
The resolution outlines the criteria for awarding academic rank in the arts, physical education and sport, and includes awarding the academic rank of professor to those without a degree of doctor of sciences and awarding the academic rank of associate professor to those without a degree of doctor or candidate of sciences.
In accordance with the resolution, applications for awarding, revoking or reinstating academic rank received by the Ministry of Education and Science before 1 September 2013 shall be reviewed pursuant to regulations in force before the enactment of the present resolution, but not later than 1 January 2014.
