The document was drafted by the Military-Industrial Commission under the Government of the Russian Federation, in cooperation with the concerned federal executive agencies.
The approved Regulations stipulate the procedure for the state adjustment of prices and the powers of federal executive agencies and the Rosatom State Nuclear Energy Corporation in the area of state defence orders. The Regulations expressly state that the state regulation of prices shall be ensured at all stages of formulating, awarding and fulfilling state defence orders. For instance, a mechanism for the state regulation of product prices during the formulation of state defence orders is stipulated. This mechanism makes it possible to predict military product prices over the period of 12 months prior to the awarding of state defence order. This process shall involve executor agencies and industrial departments, including the Ministry of Industry and Trade, the Federal Space Agency or the Rosatom State Nuclear Energy Corporation, as well as the Federal Tariff Service and state customers.
The new procedure is based on a compromise principle of predicting prices by state customers and by potential industry suppliers.
After assessing the predicted price proposals of the state customer and the industry price proposals, the Federal Tariff Service shall verify these predicted prices and issue its findings on their authenticity. In case of discrepancies regarding the predicted product prices, state customer will be able to contact the Military-Industrial Commission in order to resolve these differences.
The use of predicted product prices in the calculation of state order prices will make it possible to reduce specific deadlines for signing state orders, to ensure the timely fulfillment of state defence orders’ tasks and, as a result, to ensure the more cost-effective spending of the budget funding allocated for these purposes.
