This document was developed by the Ministry of Economic Development.
The federal targeted programme, Developing Agricultural Land Reclamation in 2014-2020, is aimed at reclaiming land and other agricultural resources and improving their efficiency.
The programme provides for the following measures:
- rebuilding and improving drainage systems and public owned hydraulic facilities, preventing reservoir failures at water drainage and reclamation facilities;
- developing public owned regional, municipal and private drainage systems belonging to agricultural producers;
- preventing agricultural land from being excluded from the agricultural economy through agriculture and forest land reclamation, revegetation and land clearing efforts.
The total funding of the programme in 2014-2020 will reach 185.06 billion roubles.
The mechanisms for federal budget fund use under the programme include:
- extending state investment for construction, reconstruction and technical retooling of drainage systems and public owned hydraulic facilities;
- extending subsidies to the regions to subsidise local farming expenses that are related to the construction, reconstruction and technical retooling of private irrigative and drainage systems and hydraulic facilities belonging to agricultural producers.
The following objectives should be accomplished within the programme implementation schedule:
- to increase crop production by 128% on agriculture land;
- to promote crop production independent from weather conditions by using an additional 840,960 hectares of meliorated land;
- to maintain existing jobs and create 92,890 new jobs;
- to reduce the proportion of public property in the total volume of public melioration systems and hydraulic facilities from 58.4 to 40%.
The draft resolution was discussed and approved at the Government meeting on 10 October 2013.
