The draft state programme Transport System Development was submitted by the Ministry of Transport in execution of Clause 2 of Presidential Executive Order No 596 of 7 May 2012, On the Long-Term State Economic Policy.
The state programme was drafted with due consideration for the provisions of the Concept of Long-Term Socioeconomic Development of the Russian Federation to 2020; the Transport Strategy of the Russian Federation to 2030; the Railway Transport Development Strategy to 2030; the Concept for the Development of the Russian Federation’s Airport Network to 2020 and the Concept to Overhaul the System for Managing Inland Waterways of the Russian Federation.
These documents set forth the following long-term priorities of the state transport policy:
- well-balanced and cost-effective development of the transport infrastructure through increasing the capacity of the basic transport network, eliminating gaps and bottlenecks, expanding major transport hubs, creating and developing special economic zones;
- provide transport support during the comprehensive development of Siberia and the Russian Far East, including the development of railways and roads, which play a key role in the development of these territories, increase air traffic frequency and inland waterway traffic to provide transport support for areas which cannot be effectively reached by other types of transport;
- create and introduce new transport and logistics technologies for improving the quality of transport services and making them more affordable;
- renew the air fleet and the river-going fleet, introduce new-generation aircraft and new technology for sea transportation;
- ensure the comprehensive safety of the transport system and its sustained operation;
- primarily convert to advanced ground, onboard and satellite communications and navigation systems and networks, air traffic observation and control systems and networks, ensure the cost effective operation of Russia’s air traffic control system under conditions of the estimated increase in nationwide air traffic frequency.
Proceeding from the above priorities, the state programme stipulates the following objectives:
- expedite the movement of goods and reduce transport costs in the economy;
- make transport services more affordable for the public;
- make the Russian transport system more competitive on the global transport services market;
- increase the comprehensive safety of the transport system and its sustained operation.
The objectives of the state programme will be achieved and accomplished within the format of the following federal targeted programmes: Transport System Development, 2010-2020; Modernisation of the Unified Air Traffic Control System of the Russian Federation, 2009-2020; a comprehensive transport passenger safety programme and eight sub-programmes, included in the state programme.
The expediency of merging federal targeted programmes in the state programme is motivated by the use of the targeted programme method and is primarily determined by the need for a system-based approach towards formulating investment projects for transport system development, the need to concentrate resources on high-priority objectives aiming to solve the systemic problem in general and to create favourable conditions for the comprehensive development of various types of transport, as well as by the comprehensive nature of any specific problem.
The state programme envisions the introduction of a project mechanism for managing the state programme. This mechanism will coordinate the activities of federal executive agencies, regional executive agencies, municipal entities and other parties to the investment process and to generate synergy during the implementation of mutually supplementary investment, innovation and other measures.
The state programme includes the following sub-programmes: Long Distance Railway Transport; Road Infrastructure; Civil Aviation and Air Navigation Support; Marine and River Transport; Transport Oversight; Development of High-Speed Motorways through Public-Private Partnerships; Transport Support for the 2014 Olympic Games and the 27th World Summer Universiade in Kazan and Ensuring the Implementation of the State Programme.
The departmental and functional sub-programmes will be implemented in the areas of activity of authorised state agencies (The Ministry of Transport, the affiliated Federal Service and federal agencies). The sub-programmes are mutually independent, and the implementation of one sub-programme’s measures does not depend on the implementation of those of another sub-programme.
When implemented, the state programme will help reduce the transport intensity of the GDP by 5.3% up to 2020 on 2011. Reduced transport loads on the economy, through the reduction of transport costs and the end costs of Russian made products down to 12%-16% until 2020, will help make economic sectors more competitive and cost-effective.
In 2020, the annual per capita transport mobility of the population will reach 10,400 passenger-km, or 51.1% more than in 2011.
Transport services export volumes will increase by 100% on 2011, and transit traffic volumes via the Russian Federation will increase by 12.7 million tonnes.
When implemented, the state programme’s measures will reduce the number of transport incidents and accidents by 31.4% on 2011.
The state programme is financed from the federal budget, consolidated regional budgets and the assets of legal entities.
State programme expenses include those for federal targeted programmes, and the comprehensive transport passenger safety programme and sub-programmes.
The 2013-2015 funding volumes are stipulated in accordance with the parameters of the draft federal law On the Federal Budget for 2013 and the 2014-2015 Planning Period.
