The resolution sets the number of foreign nationals and stateless persons, including compatriots living abroad, who can enrol at secondary vocational, higher and extended professional education schools in Russia at up to 15,000 people.
The current quota was approved at 10,000 people by Government Resolution No. 638 of August 25, 2008 On Cooperation with Foreign Countries in the Sphere of Education.
Within the defined quota, people from 131 countries, including the CIS and Baltic states, Abkhazia and South Ossetia, have enrolled at Russian secondary vocational and higher schools for the 2013/2014 academic year, the Ministry of Education and Science reported, citing preliminary data.
The majority of students from non-CIS countries studying in Russia within the quota are nationals of China, Vietnam, Mongolia, Iran and Palestine. The number of students from Germany, the Czech Republic and Italy has increased this academic year.
The quota for enrolling foreign nationals and stateless persons has been increased due to the growing demand for training specialists for foreign countries in Russia. An increased number of requests to train professionals for foreign countries have been filed by the State Duma, the Ministry of Justice, the Federal Drug Control Service, Russian regions, the Rosatom state nuclear corporation, the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Cultural Cooperation (Rossotrudnichestvo), the SCO University and international organisations.
The document invalidates Government Resolution No. 638 of August 25, 2008 On Cooperation with Foreign Countries in the Sphere of Education and Clause 37 of amendments to Government acts approved by Government Resolution No. 702 of September 8, 2010.
Resolution No. 891 was drafted to promote the fulfilment of policy guidelines in the sphere of cultural cooperation, in particular the action plan to implement the State Migration Policy Concept until 2025 (Clause 10), approved by Government Directive No. 1502-r of August 21, 2012.
Russian schools will train foreign nationals within the framework of state requirements for the provision of government services (work) at the expense of the federal budget.
