The Ministry of Education and Science has drafted the document following the agreement signed by President Vladimir Putin and HSH Prince Albert II of Monaco during his visit to Moscow on August 10, 2013.
The Mediterranean Science Commission is based in the Principality of Monaco. It was established in 1919 under the patronage of the Monaco princedom for the study and rational use of the natural resources of the Mediterranean and Black seas. Prince Albert II has been the president of the commission since 2001.
At present, the commission includes 22 states that are engaged in the marine studies of the Mediterranean and Black seas.
The commission is ruled by a congress that convenes once every three years and by the bureau in between congresses. The bureau consists of its president, general director and representatives of member countries.
The commission has six standing committees on geology, physics, oceanic climate, bio-geo-chemistry, microbiology and biotechnology, live resources, and eco and coastal systems. More than 100 research institutes and organisations take part in fundamental and applied research of the Mediterranean and Black seas and their coasts, including cartography. The results of these studies are accessible to all members of the commission.
These studies are highly important for Russia. The directive provides for the adoption by the federal executive authorities of the necessary measures for Russia’s entry into the commission, payment of relevant dues, and cooperation with the commission.
