The roadmap was drafted by the Ministry of Economic Development together with a working group of the Strategic Initiatives Agency, which promotes new projects to improve the quality of appraisal services.
The roadmap stipulates various policies to improve government regulation of appraisal services and self-regulatory mechanisms in the sphere of appraising, to improve the professionalism of appraisal agencies and appraisers, to increase accountability for the results of appraisals of market value, property value and others, to ensure transparent procedures for estimating property value, to tighten requirements on appraisers, to improve the mechanism for contesting appraisal results, to expand basic appraisal methods and to bring appraisal legislation into conformity with international appraisal standards.
The document includes plans to achieve targets, such as greater customer satisfaction with appraisal services and more efficient enforcement of appraisers’ disciplinary and property liability for the results of their activities. The roadmap seeks to increase the accountability of appraisers and to improve the quality of their services.
The directive amends the list of federal executive agencies responsible for coordinating the actions of executors and co-executors of the series of roadmaps designed to improve the national investment climate, which were approved by Government Directive No. 1613-r of September 6, 2012. Under these amendments, the Ministry of Economic Development shall coordinate the actions of executors and co-executors of the roadmap Improving Appraisal Services.
