This road map is aimed at simplifying the procedure of goods and vehicle transportation across the customs border of the Customs Union.
The goals of the road map are as follows:
- To reduce the number of documents required for customs operations and customs processes to import goods and vehicles into the Russian Federation and export them out of the Russian Federation;
- To reduce the preparation and receipt periods of documents required to complete export and import processes;
- To reduce the time required for goods and vehicles imports into the Russian Federation and exports out of the Russian Federation;
- To reduce the shadow turnover of imported goods on the Russian market;
- To introduce procedures for customs declaration and release of goods aimed at reducing the duration of administrative procedures related to goods and vehicles imports into the Russian Federation and exports out of the Russian Federation to the minimum.
The implementation of the road map will be carried out from 2012 to 2018.
The implementation of the road map will significantly reduce the number of documents required for the transit of goods across the border on imports (from 10 to four) and on exports (from eight to four), reduce the time required for the preparation of documents necessary for procedures related to the goods transit across the border (from 25 to seven days), and reduce the duration of customs operations and customs processes for goods that are not subject to additional forms of state control on imports (from 96 to two hours) and on exports (from 72 to two hours) by 2018.
