This directive aims to implement a new investment project called Establishing a Freighter Zone at Taman Port, hereinafter referred to as the Project, and to expand the port infrastructure on the western Taman Peninsula.
This Project will be implemented as a public-state partnership to ensure Russian-product exports, which are the result of increasing production, to global markets and to redirect Russian commodity distribution from the Black Sea ports of neighbouring countries, including Ukraine and Turkey, to the port of Taman. Currently, two potential investors, the Ministry of Transport and the Administration of the Krasnodar Territory, have signed letters of intent for implementing the Project.
The Project’s plans included new multi-role transshipment facilities for reloading bulk cargo, such as coal, mineral fertilisers, sulfur, iron ore and iron ore concentrate, as well as dry cargo (grain), general cargo (steel) and containers. Moreover, plans include hydroelectric facilities for the utility and energy infrastructure, as well as railways and motorways.
The estimated capacity of the transport and utility infrastructure on the Taman Peninsula and its composition have been determined in order to ensure the operation of new terminals in the freighter zone of the Taman port. Under Project documentation, the freighter zone will have an annual turnover of 93.8 million tonnes.
Under Government Resolution No 489 of June 10, 2013 On Introducing Amendments to the Sub-Programme Expanding Transport Services Exports of the Federal Targeted Programme Transport System Development (2010-2020), the Project specifications have been amended and the sources of funding for the construction of the federally owned facilities specified, including those from extra-budget sources. The Project is to be implemented in two stages.
The first stage includes plans to build the federally owned facilities as a public-private partnership. And private facilities are to be built during the second stage.
The Project is to receive 228.04 billion roubles; the construction cost estimate is given below:
· Construction of federally owned facilities during the first stage – not more than 115.5 billion roubles, including 76.04 billion roubles from the federal budget and 39.46 billion roubles from extra-budget sources;
· Construction of private facilities from extra-budget sources during the second stage – 112.54 billion roubles.
State environmental agencies and the Federal Agency for Fishery have reviewed the Project’s environmental impact with favourable results.
Given its location and technical-equipment levels, the freighter zone of the Taman port will meet Russian industrial demand for foreign-trade related transport.
When implemented, the Project will help create jobs in the region.
