The document has been introduced by Deputy Prime Minister and Head of the Government Executive Office Sergei Prikhodko following Prime Minister Dmitry Medvedev’s decision announced at a meeting of the Presidium of the Presidential Commission for Economic Modernisation and Innovative Development of Russia on July 31, 2013.
To expand the authorities of the interdepartmental coordination body in the area of developing and improving the level of using information technology in state management, the Government Commission for Introducing Information Technology in the Activity of State Bodies and Local Governments, formed by Russian Federation Government Resolution No. 60 of February 6, 2010, shall be transformed into the Government Commission for Using Information Technology to Improve the Quality of Life and Conditions for Business Activities.
The Government Commission being created shall be granted additional powers enabling it to submit to the Government draft acts on issues within its competence.
The Government Commission shall be responsible for additional tasks to coordinate the activity of the federal and regional executive bodies on the following issues:
- improving the transparency of the activity of state bodies and receiving feedback from people and organisations;
- ensuring competitiveness of the Russian economy and improving the conditions for business activities based on information technology;
- improving the quality of education, health care, social security, helping the development of culture and mass media outlets on the basis of information technology.
The Resolution was discussed and approved at the Government meeting on August 21, 2013.
