This document has been submitted by the Ministry of Healthcare in accordance with Federal Law No. 323-FZ of November 21, 2011 On the Foundations of Health Protection in the Russian Federation.
This resolution approves a new Statute On the National Disaster Medical Service, which aligns the objectives and authority of the Service with the provisions of Federal Law No. 323-FZ, and also establishes that:
- the Service shall operate under the leadership of Russia’s Minister of Healthcare, who shall be entitled, among other things, to take decisions regarding medical evacuation of the injured during emergencies;
- federal executive bodies, executives bodies of Russia’s constituent entities and organisations within the Service may provide human and material resources for mitigating the health and sanitary consequences of an emergency in a specific area, should its municipal and (or) regional authorities lack the necessary human and material resources, in coordination with the relevant government executive bodies and organisations;
- all the Service’s human and material resources available in an emergency zone regardless of their level may be involved in mitigating the health and sanitary consequences of an emergency upon the decision by the Service’s head and taking into account the scale, potential danger and health and sanitary consequences of such an emergency;
- the Service shall organise and provide medical relief during emergencies, including evacuation, following procedures established by the Ministry of Healthcare;
- the financial provision for expenses with regard to the implementation of the effort shall be within the relevant allocations provided for in the budget in due course for carrying out the functions of the budget recipient and will provide subsidies in accordance with the Budget Code of the Russian Federation.
This document repeals Government Resolution No. 195 of February 28, 1996 On the National Disaster Medical Service.
The implementation of the provisions of the signed document will facilitate coordination between executive bodies and organisations with regard to improving the operational efficiency and quality of medical care during emergencies.
