The goals of the federal targeted programme correspond to the priority tasks of Russia’s development that have been determined by the Strategy of State Nationalities Policy of the Russian Federation up to 2025, the National Security Strategy up to 2020 (concerning issues of ensuring civil peace and accord and the formation of harmonious ethnic relations); the concept of Russia’s state policy on Russian Cossacks, the federal law on the state service of Russian Cossacks; federal laws and normative acts regulating state nationalities policy, social policy and ethnic and cultural development of the peoples of Russia; implementation and protection of the rights of national minorities and indigenous small ethnic communities; as well as by international normative acts.
The programme is aimed at consolidating the unity of the multi-ethnic nation of the Russian Federation.
To reach this aim it is necessary to carry out the following tasks:
- promote the strengthening of civil unity and harmonisation of ethnic relations;
- facilitate the ethnic and cultural diversity of the peoples of Russia.
The programme is designed to ensure the coordination of state nationalities policy with regional strategies of ethnic and cultural development. It provides for dialogue between Government bodies and public ethnic and religious associations.
The programme will be carried out in two stages in 2014-2020.
The first stage (2014−2016) is aimed at creating conditions for overcoming the existing negative trends in ethnic and religious relations and at consolidating the unity of the Russian nation.
The goal of the second stage (2017−2020) is to develop and strengthen the positive trends of the first stage, including steady achievements in consolidating the civil unity of the Russian nation, harmonising ethnic and religious relations and facilitating the ethnic and cultural development of the peoples of Russia.
The programme is aimed at:
- promoting the unity of the Russian nation and developing a uniform ethnic and cultural space in Russia as a major factor of the country’s stable development and its territorial integrity;
- predicting ethnic and religious conflicts and conflict situations;
- reducing direct and indirect economic damage from ethnic and religious tensions and conflicts;
- upgrading the investment appeal of Russia’s regions, including the North Caucasus;
- making more effective use of the country’s ethnic and cultural potential;
- improving the ethnic, cultural and social wellbeing of Russia’s indigenous peoples.
The ultimate (tentative) funding of the programme has been calculated in the prices for relevant years and amounts to 6,766,350,000 roubles, including 4,581,910,000 roubles from the federal budget and 2,184,440,000 roubles from the regional and local budgets.
The Government reviewed the programme at its meeting on July 25, 2013 and finalised it based on the remarks and proposals made during the discussion.
