The rules for forming and granting integral subsidies to regional budgets, as approved by Government Executive Order No 275 dated March 27, 2013, envisage that separate grants to the regions from the federal budget shall form an integral subsidy with the exception of grants for the performance by the regions of their normative public obligations, and grants to municipalities.
The executive order contains the following list of grants to the regions for the implementation of duties ceded them by the federal authorities:
- healthcare, education and cultural heritage protection;
- organisation, regulation and protection of aquatic biological resources, the protection and use of game monitored by the federal hunting inspection, the licensing of hunting, and the contracting of hunters for economic purposes, with the exception of federal duties pertaining to the federal state hunting inspection, the issuance of hunting licences, and the protection and use of fauna (with the exception of game and aquatic biological resources) and water and forest relations;
- civil registration and transportation between the regions and in member countries of the CIS of children who have fled from families, orphanages, boarding schools, penitentiaries and other childcare centres.
The above list of grants shall be approved by the Government for a term of no less than three years.
The Ministry of Regional Development is appointed principal manager of federal budget resources forming the integral subsidy.
The implementation of the executive order will enhance the financial independence of the regions and their responsibility for federal duties delegated to them, and will increase the effectiveness of budget expenditures.
