This document has been prepared by the Ministry of Civil Defence, Emergencies and Disaster Relief.
The state programme Protecting People and Land against Emergencies, Ensuring Fire and Water Safety was approved by the Government directive No 513-R of April 3, 2013.
The state programme’s strategic objective is to minimise social, economic and environmental damage caused by military action, terrorist attacks, natural disasters, industrial accidents, fires and failures at water facilities.
The Ministry of Civil Defence, Emergencies and Disaster Relief will be responsible for executing the state programme. The Ministry of Healthcare, the Ministry of Regional Development and the Federal Service for Environmental, Technological and Nuclear Supervision are to be its co-executors.
The state programme is to be implemented according to the plan for the next financial year and the planning period. This plan includes a list of schedule milestones that bear major social importance.
The milestones stipulated by the plan reflect the pace of the implementation of three subprogrammes (Prevention, Rescue, Assistance; Provision and Management; and The Development of the System Providing for Industrial Security; and six federal targeted programmes (Reducing Risks and Mitigating the Consequences of Radiation Accidents to 2015; the National System of Chemical and Biological Security (2009-2014); Improving the Stability of Residential Homes, Major Facilities and Life-Supporting Systems in Seismic Areas of the Russian Federation for 2009-2018; Fire Security in the Russian Federation to 2017; and Creating a Single Telephone Number (112) for All Emergency Services in the Russian Federation for 2013-2017.
Quantitative indicators describing the state programme’s milestones correspond to the indicators in the implementation of the subprogrammes and federal targeted programmes stipulated in the state programme.
The implementation of the directive will ensure effective monitoring of the state programme’s execution.
